Bows are unchanged. However, shields completely block arrows and armor was significantly nerfed. That means that while a clean hit does more damage, there's a possibility (if your opponent has a shield, notices the arrow, and blocks in time) that it will simply do nothing.

I just took the Minecraft Noob test! Check out what I scored. Think you can beat me?!
I Think There Should Be Cooldown on Bows Because I Found out in 1.9 that Bows have a huge advantage against swords, which isn't balanced for pvp.
Just a FYI: Bows already have a cooldown. It lasts longer than swords, and it's been there since ever. It even has a special animation, yeah, that time when it's charging. Just like the sword cooldown, you can shoot early, but it won't do as much. Bows are decently balanced.

I mean they used to be pretty useless against diamond armor and arguably worse than swords in general.
Iron armor + iron sword guy vs iron armor + bow guy, i'd still bet on the iron sword guy

Considering they can deal the highest base damage in the game (nearly enough to one-shot most mobs, or otherwise leaving them at 1/2 heart of health) and has insane range, I hardly doubt they're worse than swords. They're even more powerful with armor nerfs. They're only bad at close range, but they're not meant for that. That's like trying to fight someone with your sword when they're two miles away.

Closing in is usually pretty easy, especially now that we have shields (although i don't see them becoming widely used in pvp scenarios).
Close range is the most important part of pvp when your opponent has so many ways of escaping (ender pearls, wings, chorus fruits).
at something like 30 cubes of distance i can safely avoid any arrow coming from the same guy, while at something like 10 cubes you either have a sword or you start running like a madman.
Not sure if they're going to be valid against diamond armor now, but they're indeed going to a lot scarier.
I'd be the first to bet on the sword + bow combo to become a standard in most situations, but there's no way bows are ever going to be as good as swords in pvp due to immensely lower dps (can you even outdamage a guy who simply stands still eating steaks?).
Pve is another thing though.
i know that putting the arrow you want to use in your off hand slot is more realistic, but i think it would be cooler if there was an 'arrow slot' where only arrows can be placed and it dosent need you to hold the desired arrow in the offhand slot. It just improves the combat experience.

As of 15w49a Arrows take the players motion into account, AKA; if you're walking backwards, your arrows won't fire as far, but if you walk forwards, it'll go further and if you fire it while walking sideways, it'll go sideways as well, it also fixes shooting forwards out of a Minecart, It won't hit you anymore cause the arrow will be moving as fast as it normally does + the speed you're moving at, or if you fire it backwards,(Speed of arrow - speed you're moving at) the arrow will either be slow, not move at all (just fall down), or in rare cases (twice in my experience) fly BACKWARDS. So the bows themselves didn't get revamped but any thrown projectile did have it's code rewriten
Bows are extremely spammy, you could spam click someone with poison tipped arrows and kill them easily. They must have a cooldown.

You would be right if shields didn't exist. But bow spamming becomes 100% useless someone with a shield holds right-click.
As it currently is, because of shields, bows in pvp are usually only good for sneak attacks. But because of slowing-potion-tipped-arrows and the like, they're very, very good at sneak attacks. (They could also work on enemy's being attacked from multiple sides or smth like that so they can't block, but those situations are somewhat rare.)
In PvE I suppose you could use harming-tipped arrows. But that seems a little too expensive; if people aren't using harming potions now I highly doubt they would use harming-tipped arrows which give even less bang per buck (they take up less inventory space, but that's not worth spending twice as many potions to get the same effect).
I know swords have been revamped but how about bows?
Aside from the tipped arrows, bows weren't touched at all.

Not if they balance for it. As they should.

Bows can be shot from the off-hand and arrows fly less far but are more accurate a distances.
Bows got whet they needed in 1.8 beta.
Hey wait a minute:
Spam bow removed in 1.8 beta
Spam sword removed in 1.8.
Praise be to Spode.

It takes long to draw back your bow anyway.

Let this tell you that I'm not a noob.

Spears, Daggers, and Hammers for 1.9
They have that drawback time
Bows haven't changed much here. The drawback time hasn't changed. But shields make bows only good on players who aren't aware of you.
