Not quite; pre-1.9 blocking was the same way, and it wasn't effective enough back then to make blocking useful anyway. You can't lose strategy from something that doesn't have any, and since blocking is now relevant, it increases strategy.
Comboing is still possible if you put up with a 30% damage penalty and have good enough timing to repeatedly hit someone just as mercy invincibility wears off on them. Since it now requires timing rather than spam, it increases the relevance of skill. Additionally, the "defensive" playstyle introduced in 1.9 by making heavy use of shields and fully-charged attacks is present, increasing strategy. And you can still spam in a pinch to get someone away from you, also increasing strategy.
All I can really see here is a damage nerf for comboing and new options. That's not decreasing strategy at all.

Plugins are completely irrelevant to how Mojang will balance the game and about discussion of the core game's balance. We're discussing vanilla pre-1.9 and vanilla post-1.9, because that's what Mojang will be changing and rebalancing.
They don't break from crashing, but I don't think that a boat is immune to damage from players; can't you just shoot the boat with an arrow to break it? Also, they're slower IIRC.
I agree, this change was stupid. This wouldn't have made matches based more on skill, though, it'd still be present as it was before.
Kinda, but only really for PvE. It's mostly a tool to keep multiple things away from you in close range, but let's be honest, a 3v1 won't be tipped in favor of the one player because he's using the sweep attack.
Agreed; the amount of skill added is very small. Especially because you can't deliberately break shields, you have to rely on a 20% chance (which is pretty damn stupid amidst a sea of pretty good changes).
It requires an increased awareness to compensate for the limited view and as you say people can take advantage of the restricted view, but it's still bad design to have it block that much of your view. (I personally don't mind it but I look around all the time as I play so it's not really relevant for me.) Technically it adds skill but again, not in a good way.
According to SunCat2000 you still have to right click to block, ok.
About attack cool down, the PvP is slower and less intense, which I don't like. I agree with you tho' that I was exaggerating how much it affects the amount of skill needed.
About plugins, I agree, but this was copy pasted from another thread: that thread was created by a guy whose opinions about 1.9 were heavily biased because he owned a vanilla served and was happy because all servers using plugins would lose their users and so his server would become more popular.

Sweep attack: imo it matters more in PvP than you think. Ofc it's also useful in PvE but it really helps in 1v2 situations, especially since attack cool down makes those situations much harder.
Shields blocking your view: most MC players are too bad to take advantage of that, so imo it only decreases the amount of skill. The best 2% of players can maybe do that put the other 98% just become worse.

I just honestly hope they stop 1.9 or don't add those arrows that have like Heal arrows instant damage arrows because those are just stupid honestly.
I personally like the new arrows because i like the idea of being able to do extra damage with the instant damage arrows and i guess the healing arrows would be the counterpart but with undead mobs instead.

Healing arrows are pretty useful for healing yourself rapidly. They kinda lost a bit of usefulness after they were nerfed to not be affected by the infinity enchantment, but still pretty good.

never knew that i will try that out thank! i guess it makes sense because you have to change healing potions because they don't stack but with arrows you can just keep shooting them as long as you have them

Their projectiles can be hit and destroyed with just about any projectile, (They can even be spam-clicked until you hit them successfully), you can enderpearl to the ground after the effect ends, reducing the fall damage greatly, feather falling boots help a little, you can use blocks to prevent yourself from levitating higher, you can stay out of line-of-sight, and shoot them from afar, you can also go up to them, as they never move, only very, very rarely teleporting away.
And shulkers can be used to navigate areas easily.
Oh yeah, I remember my last End City raid I used them quite often to help me get to areas, like the End ship.
They really are a bit more useful than harmful when you think about it.. At least, some of them are.

1.9 is good if you're a fan of singleplayer (not me), it would add a lot of content if youre on singleplayer
