Not really. It's worse that they went with the off hand thing. Why would you waste your offhand slot with an arrow? But that means that the arrow type you want to have priority be in the top left slot of your inventory if you want it out of the way.
I think people get upset from combat changes in popular games, like Minecraft, because they don't realize how to deal with them. The penalty for spam-clicking may not just be for Minecraft players, but for players of many games.[/p]

We humans tend to choose spamming over taking strategic actions because our brains try to save energy. This central organ alone uses about 20% of our energy. Eventually, frequently used muscles acquire muscle memory making them need little to no input from the brain to do a particular action.[/p]
[p]So, in this scenario with Minecraft's new combat system, strategic play is ideal. The problem is this conflicts with the brain. People with hard-wired patterns for the original system, which is probably the case for most players, will have difficulties to adjust because their original patterns have been outdated. We want these people to pick-up on the 1.9 combat, but doing so will take time for their brains. Through neuroplasticity, pathways between the neurons will change and new appropriate patterns will be created.[/p]
[p]Regarding how long this will take, it depends on the person in general and their how young they are. Adult brains have less flexibility to change than child brains. A person with an autism spectrum disorder may have a harder time to adjust than those outside the spectrum. However, most people who play Minecraft today aren’t adults. It is commonly known that kids usually have less self-control than adults. I think it has more to deal with it changing from what they are used to, and they don't want to change. Change in and of itself regardless if it is for good or ill can be a problem. Microsoft learned that the hard way with Windows 8.

Yep. My point is that they don't want to get use to. The distinction I see is "I wanna learn beer pong so I am going to get real good bouncing that ball, and I will practice every day" vs. "I don't want to learn beer pong because I like playing Bob better, but you are going to make me learn beer pong".
The problem with 1.9 is that previously good fighters will most likely become much weaker as combat will no longer be based on strafing and fast fingers which is what the pvp community loves about it ( i for one really love the simplicity ) I believe most people were hoping for new weapons etc. rather than merely destroying the entire combat system and starting fresh.. For this reason i believe for most pvp servers, they will not update their server version and if they do will most likely be forced to search for a new community of players, i for one will stick with 1.7/8 pvp as the current pvp system is whaat i love about minecraft

I have an idea lets' change this line of thinking to "Why most are liking 1.9?" It is based on as much factual data as the OP stating "Why most are hating 1.9?" And of course I speak for everyone as does the OP.
There are more things changed than you think. Apparently you didn't notice they also completely retooled The End.
And, pray tell, how many changes exactly have they done regarding the End? They've added the ability to generate more islands (yay!), a block/mob, respawn the dragon, a new plant of sorts, and a generated structure. The dragon's also been given some new attacks, and there's something done with the towers. Not exactly that much, is it? Other changes, I may not have listed them all, but a quick glance at the wiki page says that other than performance updates (which I haven't really experienced but others may differ), there's only been minimal work done.
Other things include:
Grass paths (basically the tilling soil mechanic on a shovel)
Weapon changes with a new slot or two, one or two new attacks
Shields, ie. blocking but with a new item
Some map changes to crafting
There's nothing that is 'major' apart from maybe dual wielding, which even in itself is rather underwhelming.
To be honest the internals of Minecraft are a mess. There is a bit of work going on in this area, not to mention performance. Of course, folks sometimes forget "performance" as a "feature". Not judging the quality of the outcome, just pointing out that there is a lot of work being done over and beyond "a few simple combat changes, a few new generated structures, some command blocks with basic logic &c".

Every update there has been and ever will be will have positives and negatives, this also depends on your point of view, for example, some people will like some of the combat changes, some will like all of it and some will like none of it. A person's opinion is exactly that, THEIR OPINION. In MY opinion, 1.9 has quite a few downfalls, a lot of pvp servers will have to change up a little and some minigames will be more difficult to do. I hope they spend more time on 1.9 so that there are limited bugs and lag issues.

What if they like part of an update but don't like other parts, enough that they don't hate it but enough that it's annoying?
What if they want to keep playing on a server that's updated? Should they just give up that server?

Cool downs are bad with any kind of lag or glitch. Minecraft combat is not an exact science lol.
The spider extra range glitch.
The mob speed boost or any glitch resulting from SSP server lag.
Zombie reinforcements
The PvP update needs to be an official mod.

I like minecraft as a building game. Pvp is not my thing.
Don't forget that the year of development gets the worse hate possible not matter what it is.
