I figured out the potion id for levitation and made this command.

WARNING: do not drink in survival!

/give @p potion 1 16398 {
CustomPotionEffects: [
{
Id: 25,
Amplifier: 50,
Duration: 600
}
],
display: {

Name:"Potion of Levitation"
}
}

This is Cool!

You can also change the potency number to -1 to never fall, or -2 to glide, or even -50 for instant fall!

How can i make this in to a splash potion.

is there a way to get a non glitched sprite?

Tipped Arrow.

LOL, you just have to change the Id # and the various effect Id's are listed on Minecraft wiki for example

Edit: Why'd you make the damage "16398". If you make it 0 it'd actually look like a potion
