On the technical side of things, there is no point to having arrow quivers. It would just be another item using up inventory space. Now in order for a stack of arrows to take priority over all other stacks in your inventory, you just pace it into your off-hand slot. That's what Dinnerbone meant by more natural, he meant in terms of game feel, not reality natural.
If you argue for realism, then mod the game to make the max stack of arrows 5, then make the quiver hold 64. But balance and function wise, there's no point. Your firing speed isn't increased, you don't do more damage with off-hand arrows, it's just there for "I want to fire THESE SPECIFIC ARROWS first"
Also I think everyone's reaction on Twitter is a testament to how entitled people can get.
Minecraft is mod-able. If you don't like something in it, wait for MCA and Forge for that version, learn to code in Java, and mod it.

Wait a minute...if your points are valid (and it seems like they are) then what's the point of keeping quivers in the minecraft.jar? Why don't they just take them out if they truly are never gonna be implemented?

The reason why they didn't remove the Quiver Graphic is because Mojnag is just lazy, LOL.
Also Mojang likes to mess with people that poke around in the .jar files. Remember the Skis? Yeah, red herrings placed in the game purely to mess with people.
As far as I understand, the only thing that references quivers in the Minecraft .jar is quiver.png which is from the original stitched default resource pack.
They may have also left the quiver.png in the .jar just in case dinnerbone decides to add quivers into the game sometime in the future.
Possible future use: Enchanted Quivers?
Fire I, Slowness I, Wither I, Vampiric I, etc Quiver Enchantments.
Guess I could always wait for MCP/Forge to update for 1.9 snapshots (not likely btw) to make an Enchanted Quiver proof of concept.
Though I understand the redundancy of already being able to keep multiple stacks of arrows in your inventory, one point I could see in the quiver is being able to see how many arrows you have without having to your inventory open. It would be extra coding for a minor alter to gameplay.
One fix I could suggest would be to make arrows un-stackable, unless you have a quiver to place them in. Not sure how they would make an easy way to get arrows back out of the quiver without complicating crafting.
If it comes to only being able to use the texture as a novelty, it would be neat to change arrows graphic to a quiver when stacked above 16 or something. Total aesthetic reward for crafting/retrieving ample arrows, nostalgia for players who remember when that texture was placed in the game.

Of course we don't need powerful arrows in a peaceful/creative game and not either in a SSP or PVE game because mobs are just so stupidly easy to kill; an enchanted bow is more than enough to deal with those even assuming you don't like mowing them down with your OP enchanted diamond sword and armor.
So what's the point of wanting a mechanic to use multiple types of arrow in the first place, quiver or not? It only matters in SMP with PVP allowed, where everyone is almost immune from everything. So let's consider the usefulness of quivers in that specific context.
You can already shoot an outrageous amount of arrows as is, just by putting them in your inventory. It's not inconvenient at all, it's actually OP IMO but I digress: so what you PVPer actually need is not a way to carry a lot of arrows but a way to easily pick the right one in the middle of the battle.
Now, what's the fastest and surest way to pick the correct type of item while jumping and flailing around? Of course it's the hotbar, whether you use the scrollwheel or (as I do) the number keys. It's fast, it gives visual clues and we're used to it; even if you're new to the game, you gotta learn how to properly use the hotbar, it's a given.
If that's true, both a quiver in the inventory or the secondary hand are not the best solutions: the former is not easily accessible and gives no visual clues; the latter can only keep 1 item and needs an additional key press compared to the hotbar. But at least, the secondary hand is a little more convenient to use because you don't have to freeze while browsing the inventory and is still somewhat coherent with the hotbar mechanics.
So, even if I would have liked the quiver for aesthetics and realism, I must vote for no quivers. As if Mojang cared the slightest about this poll.
There's no real reason to have quivers other than for the sake of having quivers. It feels more natural to have arrows in your offhand from a gameplay perspective because there's a key to put an item in your offhand; you can have the different types of arrows in your hotbar and switch between them with a scroll wheel and a key press. Quivers, on the other hand, would have their own slot separate from armour and offhands, presumably requiring you to open up your inventory and fumble around with your items to change arrows. Yes, they give you a bit of extra space, but their function is far too specific to deserve it own inventory slot and gives a crappy way of changing arrows. They weren't added originally because they weren't that useful, and they're not being added now because they're not that useful.

What if quivers changed the arrow type, and were not required for shooting bows? So in your inventory there is only ever one type of arrow, and bows become "two-handed". Hear me out. You craft a quiver, and when equipped, all arrows fired while that quiver is equipped automatically change to the corresponding arrow type. For example, a spectral quiver would always fire spectral arrows at the cost of one arrow from your inventory. The idea is that rather than carrying around a ton of different types of arrows, your quiver is the item that changes the arrows. Each arrow reduces the quiver's durability (by however much), and when it gets to 0 it could just revert to a regular quiver (or break, I'm not making the rules). If they don't break, quivers could become special loot/drops to add to the rarity.
Yes, this makes it more difficult to fire off different types of arrows quickly, but I see a lot of people mentioning how picking and choosing is part of the strategy of Minecraft. Alternatively, bows could remain one-handed, and there could also be each arrow type as its own item too. If you equipped a certain type of arrow to your secondary hand, that arrow would trump the quiver, and be fired without the quiver's effect. Then just switch to regular arrows in your off-hand to resume firing arrows affected by the quiver. In this situation, maybe special arrows could only stack so high so there's still a use for quivers.
If desired, each type of quiver could have its own distinct appearance, so other players can tell from a glance what type of arrows that player will be firing. It'd be difficult for opponents to see, but teammates could see and hopefully decide "oh, they're firing poison arrows, so maybe I should switch and fire xxxx arrows instead."
This is very complicated though, and if quivers make it in at all, a simpler way to use/explain them would be great. I'm just putting my ideas out there thinking that maybe someone will have a better solution.

Why would they be removed? They've been in the game for years, and swords have enchantments too- bows basically rely on them to be on-par.
I don't see why so many people want Quivers added. Unless they're a more unconventional sort of arrow-loading item as Leocul suggested, what are they going to bring to the game besides giving you a few more inventory slots?

Of course nobody knows but I'd put my money on no removal of enchantments (the rage would be unbearable) or just an overhaul to balance them against the new arrows.

Archery and an "off hand". hahahaha. What a concept. A bow is a two handed weapon. Trust me when shooting a bow, there is no such thing as an off hand. Both are fully engaged. Holding Arrows in your "off hand" would be a great way to get your self killed IRL.
I would go so far as to say that with the 1.9 release coming, and this dual wielding concept, if you have something in your "off hand" that you can't actually use the bow.
I think a quiver that allows me to carry multiple stacks of arrows without taking up multiple slots in my inventory is a great idea.
Most hunting bows IRL have a quiver attached to the off side of the bow. Other than target archery, a quiver belted to your hip isn't very practical.
For game play, I'd say left hold/release fires an arrow, and right click opens up a UI that allows you to load a bow with a stack or a quiver of arrows. With the idea of different types of arrows, I'd just allow the player to carry more than one quiver, loaded with the arrows of his/her choice.
I voted NO, for now. The issue with quivers in my opinion is that once the stack of arrows is depleted, you'd not want to have to go to the inventory screen and move arrows back into it on the fly. If you say, draw from the inventory as usual if the quiver is empty, then it's really just one more slot free for arrows. Having a second hand slot, does the same thing as having an extra slot in the inventory just for arrows. So that's just seeming redundant and apparently doesn't fit the spirit of play they have in mind. For now.

Do we really need quivers? A stack of arrows only takes up 1 slot and as soon as you get an infinity bow its useless
