It wasn't just people suffocating in leaves, but the horses, as well. I lost a horse myself due to that. As for ice, at the simplest, it would seem to be working as it should now. People(including creepers, as distasteful as that sounds) shouldn't be able to breathe in such a thing.
However, I do see prime opportunity here for a cryogenic mod, to preserve mobs for display or later use, such as creepers, chickens, and such. As for the stock game, the thought of suffocating creepers in ice does give me pleasure to no end.
