If I'm understanding things correctly, the Twitch cape was a limited time thing where if you watched a streamer for X amount of time (15 minutes?) and had drops on (whatever that means for twitch) you would get the cape. There was nothing about having to stream yourself or get followers, unless this is something completely new outside the anniversary cape I'm describing.

How do I get the new Twitch cape? Do I have to stream on twitch for a specific amount of time, or get a certain follower amount?

Using the ignore feature here is kinda weird.
No, as explained in the above post, you'll only need to watch a participating Minecraft-related livestream. Here's a step-by-step guide:
1. Click on your profile.
2. Select Drops & Rewards.
3. Select All Campaigns, and you should see the Minecraft campaign at the top.
4. Wait for a participating Minecraft-related channel to start a livestream and watch at least 15 minutes of it.
5. You'll then be given a code to paste onto the Minecraft redemption page on the official Minecraft website.
