There is Optifine and there is Optiforge
Optiforge is some kind of supporting mod for Forge to make Optifine compatible with mismatching Forge builds
Optifine requires a specific Forge build to work
Some modders require for their modpack a newer Forge build than Optifine supports it. (Some mods for example just require a newer Forge build to work)
In this case, the modders use Optiforge to fix this build conflict
Forge and Optifine now have current builds matching together - so Optiforge usually is not needed now anymore.
There is also a mod Optifabric - in connection with the fabric loader, you have to use this mod to get Optifine to work on a fabric modpack
