I don't understand how websites can give worlds but I can't sell one, does it have to do with not being allowed to make money off of someone elses work, Mojangs world code
I'm unclear as to what you mean, both as to sites giving worlds [do you mean providing seeds or world downloads/maps?] and how you would be selling a world.
I don't know how the EULA would treat a seed finding service (althoughthe number of freely published seeds of various types likely kills this as a business model).
I can see an argument that structures (at least complex ones that were entirely player built) could be construed as copyrightable under the same logic that a novel written in MS-word remains copyrightable – but know of no case where this has been tried, much less what ruling may have resulted.
Again the amount of high quality free stuff available (even if contained within an even larger 'slush pile') would seem to argue against the viability
of this as a money-maker…
Were you to be clearer about precisely what you want to sell, someone might be able to give you a better answer.
As an afterthought:
I doubt that any terrain that contained any meaningful fraction of blocks produced by world gen would be copyrightable due to
A ) it being a derivative work (from MS/Mj's proprietary world gen system)
and/or
B ) it lacking the 'creative spark' necessary to seperate it from a simple alogrithmically generated work (essentially terrain is discovered after a purely mechanical act of creation).

Bedrock's marketplace allows you to sell Worlds, Skins, Resource Packs (not Behaviourpacks) while Java you can't do any of that still to my knowledge.
Content Creators (Modders, Resource Pack Creators, Map Makers, etc.) can't and don't know if that's changed.
I don't know enough about the EULA or what's possible but the marketplace makes it clear and a cut goes to Mojang/Microsoft besides the creators on the marketplace so there is something different there (pretty sure, don't know enough about it, so only assuming/theory), no clue what the rules are/terms of service and so on but it's something to look to as a factor.
Even the simplest of worlds is available, some Bedrock Youtubers (pretty sure they were overreacting) cover worlds and in some cases while it sucks it is good warning that some needed to be moderated (unsure if have or a problem on the marketplace at all)/you can get scammed with a basic world/seed compared to a proper adventure map or something with time and effort put into it.

You could try advertising your world-building services on Fiverr, I have seen YouTubers talk about it, tailor-made worlds built to order!
