Assuming they have the same behavior that they do in-game a one-on-one match would result in the adult zombie winning - they have the same health and damage but adults have almost twice the attack reach* and speed is irrelevant as either mob will automatically attack the other as soon as they come within range (with a 1 second cooldown between attacks, but the adult will deal damage first as it has a higher reach) - the popular misconception that baby zombies are stronger is solely because they are smaller and faster, and thus harder for players to hit and avoid, but mobs essentially have "kill aura" (automatically attacking a target when it comes within range, regardless of line of sight (this is why mobs can attack through closed doors, or even 1 block thick walls) and zombies do not attempt to flee an attacker.
*Code for calculating whether a mob can attack a target; it includes the width of both entities (0.6 for adults and 0.3 for babies) but the width of the attacker is squared and multiplied by 4 so it has a disproportionate effect (0.6^2 * 4 = 1.44 and 0.3^2 * 4 = 0.36) and when including the width of the opposite size adults can attack a baby within 1.74 blocks while a baby can attack adults within 0.96 blocks (both distances are center-center and from feet level so height doesn't matter):

A baby zombie is like having a mini regular zombie with Swiftness by default.
if we were somehow able to get them to attack each other, baby zombies would win the majority of the time 1 v 1.
Speed is an advantage in combat, and having the same health it means the regular zombie has no way to outlast them.
Fighting those things without armour on is often a death sentence,
yet regular zombies 1 on 1 are usually not a problem for new world players to deal with.

My money is on the Baby Zombies, they will run circles around the adults because they are fast, the matter is in the hat!
