Its like lanterns. They were originally going to be added in the Halloween Update in 2010 but they were put in the bin until 1.14 when they were released. They were going to replace torches as a permanent source of light, and torches would die out and need to be relit but community response at the time wasn't favorable for that

I'm quite happy without wardens being a thing, but archaeology would be a cool add in the next update.
