I created one main nether portal in my base storage system that links to my future nether hub on top of bedrock level(overworld coordinates: -238 68 307, nether coordinates -30 129 38).
I want to create a separate nether portal in my base as close as possible to the storage system but links to anywhere in the actual nether (under bedrock) itself.
I really don't want to place this separate nether portal like 1000 blocks away from my base storage system.....
The thing is, nether portals aren't permanently linked, when you use a portal the game starts at the converted coordinates in the other dimension and sends you to the closest portal.
Your storage room portal coordinates convert to -30 68 38 and your nether hub portal is 61 blocks above that.
That means that your new portal in the Nether has to be at least 62 blocks away from -30 68 38, otherwise your storage room portal will send you to it instead of to the hub. If you put your new nether portal 62 blocks off sideways in the Nether that converts to 520 blocks in the Overworld, not as bad as 1000 blocks but still quite a way.
If you put the new nether portal up just below the upper bedrock or down just above the lower bedrock it doesn't have to be very far to the side and so your new Overworld portal can be close to the storage room one but that would take some careful calculating to make sure that each pair of portals connect properly.
But you might prefer your new portal be somewhere in the middle layers of the Nether so I would suggest moving your storage room portal to -238 68 307 and use bubble columns to get up and down, that way the portals will be exactly at each others converted coordinates and you can put your new portals at matching coordinates anywhere you want without them interfering with the first 2.
(Btw, when I say "at least 62" you should add a few blocks as a margin of error, remember that a portal has at least 2 blocks you can port from, so it doesn't have just one set of coordinates.)

Ideally don't want to change the location of the nether hub at all costs, it seems I may as well break bedrock and build a lift to the middle nether from the nether hub.

No, that was meant as an alternative.
I'm saying that putting the second Nether portal 60 blocks to the side (from the recalculated coordinates of the storage room portal) means the second Overworld portal has to be 500 blocks to the side to connect to it.
Putting the second Nether portal 60 blocks above or below and just enough to the side that it is further away from the recalculated coordinates of the storage room portal than the first Nether portal is means that the second Overworld portal only has to be around 8 times as far to the side as the second Nether portal is.
But you need to do the calculations to make sure that each portal is the closest one to the recalculated coordinates of the portal you want to use to travel to it.
Ideally one should build each portal as close as possible to the recalculated coordinates of its corresponding portal in the other dimension, at least that's the easiest way to do things.

Putting the second pair of portals at -230 66 307, nether coordinates -29 5 38 would put each portal 61 blocks away from the recalculated coordinates of its corresponding portal in the other dimension and a bit more than 63 blocks from the recalculated coordinates of the non corresponding other dimension portal, so that should work as long as the second portal block of each portal is in the right direction relative to the first one, otherwise you'd have to shift them a bit further away in the X/Z direction(s).

You still couldn't put any further portals within 600 blocks in the Overworld, 75 blocks in the Nether without running the risk of them interfering.
