If you don't mind some non-hostile mobs not naturally spawning you could set doMobSpawning to false, which will still allow passive mobs to spawn during world generation, which is normally the only way they spawn as they will far exceed the cap (more than 100, compared to a cap of 10, can be loaded even on a low-moderate render distance, especially since newer versions load far more chunks for a given render distance). Mobs like villagers will also still breed and iron golems will still spawn (note that at least some of this behavior is considered to be a bug and may be fixed at any time). Note that hostile mobs that spawn as part of a structure (such as guardians) will still spawn, and mobs spawners will still work (however, this may be desirable as you can get access to their drops).

Disable doMobSpawning gamerule using "/gamerule doMobSpawning false". Then switch to peaceful and then switch back, or you can run "/kill @e[type=!player]" and then "/kill @e[type=item]". In 1.16, you can set the gamerule before creating the world and skip the last two steps.

To download the other ones you need to make a folder in the versions folder for minecraft and put the client and JSON file for the versions in there. They all need to be named the same aside from file extensions. Once you do that, you will be able to choose that version when making a new profile with the minecraft launcher.
Note that "/kill @e[type=!player]" will kill friendly mobs as well, and as TheMasterCaver pointed out they only respawn in very small numbers so you would probably want to avoid that. And, as TMC also stated, you need to run it 3 times to completely remove slimes.
An alternative way to make sure all the (non structure) hostiles have despawned after stopping the spawning is to travel more than 128 blocks away. (You can then return since they despawn immediately with no player around.)

According to the Wiki since 20w17a you can now set game rules in the world creation screen; it also sounds like you don't need to enable cheats to change them (or they don't mention if you do).
i'm not talking about friendly mobs, i'm talking about hostile mobs.
i do know there is peaceful mode, but that also keeps your hunger up.
is there a way that i could play WITH depleting hunger but not have annoying poophead mobs?

That Mod hasn't progressed beyond 1.12.2. I have and am willing to share a copy of the basic mod,
I suspect you could stop all hostile mobs from spawning.
I don't care for many of the changes that have been made to MINEcraft! And do what I can to dial back some of the changes.
If interested send me a PM. I have a MediaFire account where I can post that Mod.
I recommend you only try this on single-player worlds. It isn't fair IMO on any network.

There are a number of earlier threads on the subject, when I searched for [command block void] I found an old post of mine from 2018
(I tested the one of the commands to make sure the format hadn't changed.)

Repeating command blocks in the spawn chunks with:
teleport @e[type=minecraft:drowned] 0 -5 0
teleport @e[type=minecraft:zombie] 0 -5 0
teleport @e[type=minecraft:skeleton] 0 -5 0
etc in the command blocks should remove the respective mobs.
You might want to replace the zeroes with the X and Z coordinates of the command blocks to make sure the teleport destination is in a loaded chunk.
