I don't think any boss or mob should be allowed to attack through walls. The mob called vexes should be no exception because that is just plain cheap as it prevents players from being able to take cover somewhere to heal, you know like how people with common sense would do with a plan to win the fight.
But then Minecraft is a stupid game which kids play so I doubt Mojang would care to fix it.

The point of vexes is to keep you on your toes and to get into open areas where they can't get you as easily. Ponds (which are sometimes in mansion first floors and are common around half of the biomes villages are in) allow you to see them coming from all directions. You can also build yourself a glass room in a mansion or village suspended in the sky and accessible by ladder and crouching only so illagers and creepers can't follow you up.

I would simply prefer they start to die sooner, or have less health to begin with. Their attack strength is a bit strong but they are end-game tier mobs.
Having them fly through walls is what makes them unique and interesting and otherwise they would just be like phantoms (which at one point were supposed to ghost through blocks as well).
They are annoying but managable. Just go for the summoner and then do the vexes. Besides the ones in the mansions they only seem to appear in higher tier raids, so if you can take them it's just another MOB.

and yes, me and friends have fought (and beaten) the Ender Dragon, numerous times, but as a friend of mine confirmed and I wasn't day dreaming, the Ender Dragon does attack through the end stone in the End.

I mean, I literally just gave you two ways to handle them and there are many more, use splash potions, fly with an elytra and rocket, jump off a cliff drinking a slow falling potion, go underwater near an air column, or go on horseback. Or just kill the evokers before they spawn by using a strong weapon or attacking from a distance. This game may be unforgiving but it does give you options. And actually vexes in mansions will follow you outside for quite a distance in my experience. In villages they are more of a hassle because they go after villagers if you run off, but you have iron golems and you can still kill evokers from far, or use dispensers to give villagers armour and regeneration potions.
It's not like evokers or vexes just travel the world like pillagers and rarely vindicators do. They show up at specific times and places and you can plan for them the way you plan for the enderdragon.

There is good reason for it. The enemy is put in woodland mansions because they have good loot, and they are meant to keep players away from it.
