I used to have far worse computer dating from around 2006 (I got it in 2010, it used to be my dad's computer and originally had Windows XP before I got it); the only games I ran on it besides Minecraft were browser games so i can't say how well games like GTA would perform:
However, I didn't have much issues running 1.5-1.6, included modded, as long as I didn't go above Normal render distance or set leaves to Fast when in my mod's Mega Forest biomes (due to limited dedicated VRAM), with Optifine mainly improving chunk loading (which had some issues in vanilla back then) and improving the quality (more settings, clear water, better fog, no void fog) rather than improving general performance:
This is without Optifine, which didn't have much effect on raw FPS (I always thought its claim of 2x FPS was based on when it added an "Advanced OpenGL" setting before it was made part of vanilla, which did in fact double my FPS by enabling hardware-based occlusion culling):
In fact, my computer was mostly above the recommended system requirements for 1.6, only memory was below but I never had any issues with around 2 GB out of 3 GB being used while playing, partly because I allocated less memory (I only allocate 512 MB which is more than enough, aside from when I played with a mod which tripled the ground depth, then I increased it to 768 MB. With 1 GB I've gotten a "Minecraft has run out of memory" error screen, which is not due to a Java memory issue but rather a 32 bit process space issue):

Needless to say, performance on anything newer, especially 1.8+, was terrible and this is part of the reason why I never updated past 1.6.4:
Those lag spikes going off the screen are real and made FPS look even worse than indicated as the game would freeze for half a second every 2-3 seconds (I have no idea what caused this but every version since 1.7 had the same issue, always exactly every 10th frame regardless of settings, in-game, GPU control panel or Optifine):
Sure, jungles are infamous for lag but this is simply awful considering I get 6x the FPS in a "mega forest" biome with far larger trees (more blocks loaded and rendered)
This is also why I place so much emphasis on performance improvements in TMCW, which is designed to run on these specs even if the majority of people no longer use computers that weak or old, and even outperforming vanilla despite adding so many new features (which is why I do not buy claims that newer versions are more resource intensive due to more content; a lot of this is due to terrible coding practices, at least for a real-time Java application).
I've played minecraft for the last decade over 10 different pcs ranging from worse than yours. i think it will get the job done however wont be the best.
I have an computer which is 9 years old now.
The specs are:-
Intel pentium CPU 2.90 Ghz
Ram - 2gb
Windows 7 64 bit Os
Intel hd graphics with 772 mb available memory.
This computer can kind of run gta 4 on 30 fps with low settings.
For running minecraft you have to remove all visual effects by using performance options in advanced system settings.
Then you have to open task manager and close explorer.exe
Then click file on task manager and then New Task
Browse your minecraft launcher and select your version.
NOTE- USE OPTIFINE
after opening your game (its gonna take a while for starting up)
Go to options and then video settings
Change graphics to fast
Smooth lighting minimum
Smooth lighting lvl 100 (if you want to)
Dynamics lights :Fast
Render distance to 8
Then go to details
Clouds off
Trees fast
Sky off
Sun&Moon On
Fog off
Translucent block fast
Dropped item fast
Vignette fast
Swamp colour off(if you want to i hate the colour)
Stars off
Entity shadow off
Now go back and go to animations
Just change particles to minimal(if you want to i play with all on this pc)
Now go to quality tab
Emissive texture off
Better grass off (i hate when its on)
Connected textures on
Better snow off
Now to performance tab
Smooth fps on
Fast render on
Chunk update 1
Render region on
Smart animation on
Smooth world on
Fast math on
Dynamic updates on
Lazy chunk loading on
Now i play on 1280x720 resolution and i get to 125 fps
In front of blowing tnt i get 85 fps
And in front of 3 zero tick farms i get 60 fps

Why do I still play in 1.6.4?
I've played fine on a Mac mini with a 1 gHz G4 PPC, No graphics card and only 1 gB RAM. Last I played on that was 1.11.2 version.
