OK, so I have literally just made a a 5x5x3 enchanting library and it doesn't work. This has clearly been changed but why. I feel it an unnecessary and useless change when there are so many glitches still in the game and so many things that could have been added. I thought I was being delusional at first so I started up one of my really old worlds and sure enough it worked! Does anyone else feel this silly or just me? I am all for changed but like phantoms I feel this is an unnecessary one.
Please show us a screenshot of your enchanting library, so that we can see how you've set it up, and by extension hopefully also what you've done wrong.
For max enchantments you need 15 bookcases 1 block away from the enchanting table and at the same level as the enchanting table or 1 level higher.
And you can't have anything except air between the enchanting table and bookcases, not even torches or carpets.
So the bookcases form the outer ring of a 5X5 square (on 2 levels) then you want just air in the 3X3 2 high block inside that with the enchanting table in the center.
I would presume that's what you mean by 5X5X3 but with an extra layer of bookcases on top?
The extra layer serves no purpose except aesthetic but it wouldn't cause a problem.
Also, what version are you playing on?
How does it not work?
Are you not able to enchant anything, only getting very low level enchantments or?
Unless you are in a 1.16 snapshot, which I know nothing about, only minor changes have happened since 1.8, which is when lapis lazuli was added to enchanting and the number of bookcases needed for max enchantments lowered to 15.
Hi, today I completed my enchantment table and I had the table in the middle, and book cases around the edges leaving a 1 block gap between and it worked ok for me, I had 17 cases as wanted as many as I could get but I read that 15 is the min you need to get it to work...
Don't think this helps in any way as I'm sure you know what you're doing but like Hexalobular says maybe there is something in between the book cases and the table?

Depends on what you mean by work, an enchanting table will work without any bookcases at all, you just won't get any high level enchantments.
15 is the max number of useful bookcases, raising the level requirement of the third slot enchantments to 30. Any more bookcases are "wasted".
Note that 15 bookcases won't always give you better enchantments than 12, say, sometimes blocking a few bookcases with torches can give you a more desirable enchantment, it pays to play around.
