I was underground mining resources when I encountered a zombie and a skeleton. they were one block up and behind 2 stone blocks. I had half a heart left because I accidentally stepped in lava earlier but I was able to aim up and diagonally through a hole above the narrowest part of two diagonally connected blocks to kill both the zombie and the skeleton. While fighting the skeleton, it shot two arrows at me that stuck in the stone block between me and the skeleton facing downward and after killing the skeleton and getting xp for it, I decided to mine the block to get into the cave and was promptly killed by the arrow stuck in it. I am certain that this is a bug because I had killed all mobs in the cave (verified by going into spectator mode to scout the cave) and the fact that it happened immediately after I mined the block with the arrows stuck in it. I would appreciate a response to this.
Sorry, but that's a "works as intended" thing. Arrows stuck in blocks despawn after a minute or so, but until then, if you're not careful, you could injure or kill yourself by breaking the block they're stuck in. They then fall more or less straight down, so you can avoid it by standing off to one side, usually. I've hurt myself many a time doing that, but never quite managed to kill myself that way.
Your own arrows shot with a non-Infinity bow can be picked up like a dropped item if they stick into a block rather than hitting a mob or other entity. But arrows fired by skeletons and your own Infinity-bow arrows can't be picked back up and have to be left to despawn. This can be quite worrisome when your own bow has Infinity, Power V, and Flame enchants so any of your own arrows that you accidentally drop on yourself by breaking a block will really hurt. Note that this can be even worse if you have dogs nearby, as they might be triggered by their owner being hurt to attack whatever and whoever hurt their owner, even it that was also their owner.

This isn't a bug; arrows are a separate entity from the mob that fired them and won't disappear just because it was killed, only after a minute has passed (e.g. you can use a dispenser to fire arrows and the death message will read "Player was shot by arrow" since there is no entity linked to them so the game uses the arrow entity as the cause):
If an arrow is stuck in a block and the block in which the arrow is stuck in is broken or disappears (e.g., leaves upon decay), then the arrow will fall straight down and damage entities below them.
Also, you could have easily avoided this by healing first, which I'd assume anybody would do in such a situation before venturing back out; arrows falling on you from a block above deal minimal damage, even those fired from a Power V bow, because they have a low velocity (or if you didn't have food, then why were you in a cave? I always bring at least a stack of food and leave well before it runs out, including making sure I have enough to get back to my base up to 1000 blocks away by foot).
