As you can see in the Screenshots, there are plenty of beds workstations, and iron golems but thats because zombies got close so they summoned them in. but besides that, the breeder used to work perfectly fine, now it doesnt. villagers attempt to breed then get the angry particles.
I originally built it in 1.14.3 and when the server updated to 1.14.4 i noticed it stopped working. maybe some sort of mechanic got changed slightly.
also Villagers need some sort of food to breed (they share food with eachother then the breeding has a chance to happen). So when you have 2 farmers, they break and plant crops, which puts them in their inventories and when they have enough, they breed. so that way you dont have to manually breed them
Well, this is either the Mad Hatters tea party or bullying, both villagers are getting up at the same time, the farmer is taking the unemployed's bed and the unemployed is picking a random bed, several times per night. Neither blocks under the bed, raising the ceiling nor both is changing that.
Remains to be seen if they start breeding when the potato crop ripens, I'm trying not to rush things.
Can unemployed villagers breed? I know nitwits can, but I forget for unemployed ones.
While an individual villager claims a workstation and keeps that one, and no other can claim it, the same apparently does not go for beds. They don't claim one and only one bed, they look for a bed once night gets near and then path to one, even if it isn't the bed they slept in the previous night, and they might sleep in yet a third bed the night after that.
If they're getting anger particle effects, that usually means they've got food to breed but not enough beds to have an extra bed for the new baby. But it looks like you've got 4-5 villagers in there but a lot more beds than that. If they sleep in the same beds every night (regardless of which villager is in which bed, the same 4-5 beds shared between them), maybe the problem is that they can only sleep in beds set up like that with glass blocks directly above them from certain directions, and they can't actually path to the other beds in different orientations. Try removing the beds they slept in come morning, and then see if they sleep in different beds that night.

My thought was along the lines of them finding the beds when it came time to sleep but being unable to count them to see if there was one extra for junior? Raising the ceilings didn't stop them playing musical beds but it appears to have got them breeding.
(I haven't done enough testing to be certain that that is the cause but I have enough indications to consider the case closed unless MadSanwish makes that change with no improvement.)
Btw, it's hard to tell but that breeder looks high enough off the ground that the villagers wouldn't even notice zombies on the ground.
Villagers out in the open don't notice zombies until they get rather close.
And if you block off the gaps in the glass they ignore zombies directly on the other side of the glass.
