Everything used to work perfectly on my home PC and then one day Windows barfed and I did a complete refresh (losing data going back as far as my oldest HDD, 2002).
I've reinstalled Java and it seems to sort of work, but if I try to open a .jar file it does nothing but flash up what appears to be a command window which just as quickly disappears and no way to see if it said anything on the command window.
Anybody can give me some tips on why Java is not opening .jar installation files (like optifine etc)? I can manually open them by opening a command window in the same folder and typing something like "java -jar optifine.jar" and it will open, but I should be able to just double click an installation jar file and have it run, but it doesn't.
The .jar extension is assigned to open with java.exe
You're not supposed to be opening the .jar files directly. That's something that gets handled by the modloader (ie, Forge) automatically when you move the .jar file to the Mods folder. All you have to do is download the file, move it to the correct spot, and then launch Minecraft. Forge will seamlessly handle the rest with no further intervention by you.
If you want an installer, download the .exe version and run that.

This is not at all what they are doing - they mean "open" as in "run" - double-click on the file so it runs the program, as evidenced by "I should be able to just double click an installation jar file and have it run" - which is exactly how you do run an executable jar file, just like running any other program - and "I can manually open them by opening a command window in the same folder and typing something like "java -jar optifine.jar" and it will open" (this is exactly how you run a jar file from the command line).
As for why it isn't opening normally, I suspect that a different program is being told to open (run) it, but it can't so it fails, since otherwise if you can run it from a command prompt with no issues it should also work when run directly, unless the program requires command line arguments but that shouldn't be the case for the Optifine installer.
Also, I would never advise installing Forge just to use Optifine; even with only optimization mods it runs worse than vanilla by itself (even Optifine doesn't reach its full potential because of all the Forge hooks it includes even with used by itself):
Almost all of FoamFix focuses on optimizing memory usage patterns common in Forge and mods. Porting it to vanilla would have very few benefits, as vanilla by itself is more efficient than even Forge+FoamFix.
I suspect that .jar files are associated to java.exe instead of javaw.exe.
java.exe opens a command window and javaw.exe doesn't.

Hi, I'm trying to run Optifine with Fabric so that I get the benefit of Optifine as well as the very few mods that I have installed. Optifine with the resource pack that I use does make a huge difference visually and not noticing any FPS degradation
Didn't change, seems that it still opens a command window briefly and then closes it with nothing being done.
What version of Optifine are you trying to install?
Have you run the vanilla Minecraft release for that Optifine version and created, at least, one world?
The Optifine installer needs the associated Minecraft release on your machine before it can make a modded version.

Yes, I managed to run it using the command prompt and entering the command manually, so at this point I'm simply trying to make my life easier for future jar installations to be able to just double click them.
I can't remember if this is correct or not, but many years ago I seem to remember something about having to set Java in the path. Can't remember what that means but it sticks out in my mind now.

TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
