The difficulty is that that is true for virtually any server type.
More relevant is whether you would have fun running such a server and do you either know (or would you be able to attract) a 'sufficient' number of players to feel 'right'. [What constitutes 'sufficient' and 'right' varying between individuals.]

For a lot of people, yes. I have played on multiple survival servers. However, it's important that people collaborate on projects or interact in some way, or else it essentially becomes singleplayer. Also be sure that people are able to be online at the same time.
One of the servers I played on got shut down because nobody worked together and everyone got bored. If you start a server, make sure you have a community that will be active.
