basically i put 24 profession changing blocks down on the floor of the room with 24 villagers that has no profession and are not nitwits and non of them chose a profession but all the jobless villagers in a room 2 storys(10 blocks) below used those 24 profession blocks to choose a job. how do i limit the choosing to the room with the blocks and not 2 storys below??
The distance at which a villager can use a workstation/choose a profession has not been clearly published [AFAIK], but it does appear to be quite large…
It seems likely that a 10 block gap will be insufficient.
Question:
You have "villagers that has no profession and are not nitwits" above and "jobless villagers" below,
What is the difference (if any) between "villagers that [have] no profession" and "jobless villagers" ?

no difference. i just used different wording. they are the same thing
well i had a villager mall inside a castle. on the first floor is the breeding area on the second floor is all the librarians with all trades unlocked and on the third floor is a variety of villagers to trade with for emeralds. the realm i was playing on updated to 1.14 from 1.13 and all the villagers on the third floor and first floor changed to jobless ones but the librarians on the second floor only looked different but all their trades remained exactly the same. so im trying to get the villagers on the third floor to change back to their respective professions but ended up changing the jobs of the villagers on the first floor.
Note the tute is by WeirdWilliam who appears to be a newish poster, so confidence is less than it would be with someone with a more established track record, but the material seems worth a look…

Just found a slightly later video from a longer standing source of high reliablity [gnembon] that cites the above tute and covers some of the same material.

I had to go 80 blocks away for them to accept new profession.
