I have old worlds that are in 1.13.2 will the updates for 1.14 brake this world? I have seen one person that updated his existing world the the latest snapshot and it broke all the lighting in his world.
It's always been my understanding that updating to snapshots is risky, however a full release update shouldn't hurt anything.
It may cause a terrain border (a strange wall from top of terrain to bedrock), so if you load everything within visible distance of your current occupied areas, then when you load everything else it should load in 1.14 without disturbing anything made it 1.13.2
I'm not entirely certain, but I hope so because I'd like to update my 1.13.2 let's play to 1.14 when the full release is out

You can create a new file under MC; C:\Users\<user name>\AppData\Roaming\.minecraft\TempStorage
Make a copy of your current world there, then open the one in \saves.
If it doesn't work or you don't like the outcome, replace the world in saves with the copy.
I move the copy of my current world from my desktop to that file and create a new copy on the desktop. I can when something goes wrong overwrite my current world with a copy as it was when I opened my world or as it was the last time I opened my world. It's saved me on many occasions.

The particular effect described is a known bug (all light sources need to be updated to properly function), which should be fixed [I do not know if 19w14a has done so.]
1.14.release should have all the major bugs fixed [Not holding my breath, personally…]
There are also issues other than bugs that may cause problems when updating:
[These are not programming errors but intentional changes by MS/Mj]
☠ all pre-1.14 iron farms will be bricked (as of last snapshot)
& no comparable efficiency design for even the basic one village model is available
☠ villager breeding and trading are changed sufficiently to make previous breeders and trading halls break or largely break (some may be able to be reworked at acceptable cost, mnost can not be)
☠ many to all villager based automatic farms will be broken (probably irredeemably)
☠ Lighting based spawn proofing in biomes where pillagers can spawn will likely need to be redone (pillagers can spawn at block light level 8, ratherthan 7 as all other overworld hostile land mobs)
☠ Village defenses will need to be reworked (and provision made to keep villagers inside).

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
It's easier to just define a Game Directory in your 1.14 profile, create one world in the snapshot to get Minecraft to make the folders for that game directory.
Then copy your 1.13.2 world folder into the 1.14 game directory saves folder.

if you have an iron farm it will brake in 1.14 due to the new villager spawning tech.
