I'm wondering if anyone a has a link to, or could give me a step by step about how to set up a server link without using an internet connection, that could connect two or more laptops together for local offline multi-player?
Or how would one go about setting up a server on a wireless hotspot/wifi shared among users?
One of my laptops could provide 3+ GBs of ram to the use of MC, so I think they specs are ok for it.
Have you tried just clicking on Open to LAN on the pause screen of one laptop? (After loading a world in normal Singleplayer mode.)
And starting Minecraft in Multiplayer mode on the other?
If they are connected to a LAN it should show the world that's open on the other laptop at the bottom of the screen.

If you aren't connected to a LAN I don't know if it's enough to just connect them with a TP cable (or wirelessly?) or if they need to be somehow set up to connect to each other as a network but that info should be easy to Google.
It doesn't have to be a server, I just want to play with my siblings in the same world. I haven't tried to do such a thing for a long time. Last time I tried in 2013 it didn't work, but I'm hoping it's gotten better and looking to try again.
I'll see if I've got the TP ports available on both comps.
Standard home Wifi should be fine. Make sure both laptops are connected, and running the same version of MC. On the 'host' laptop create/load the world and then hit Esc to pull up the menu. Click on Open to LAN and click 'ok' or whatever the button says. The menu will disappear and you'll be back in the game. A message will have displayed in chat with a number, such as 54387. Make a note of this number in case you need it in a minute. Note that this number will change each time you open a world to the LAN. On the other laptop, go to multiplayer and refresh to hopefully see your world.
If it doesn't appear, on the host laptop find your IP address (hit Start, type CMD and press enter, in the black window that appears type ipconfig and press enter, look for a number like 192.168.0.3. Google can explain how to find it better!)
On the other laptop, select multiplayer, then Direct Connect. In the address/target box, enter the host laptops IP address, then a : and then the number MC displayed in chat. It should look like 192.168.0.3:54387 then hit connect, it should now join the world.
Yes you can open a normal single player world to LAN, and anyone in same local network should be able to see it and join.
The plus is that it requires no extra setup and just works. The minuses:
This world only exists as long the host is running MC with this world loaded. Means if your sibling wants to work on their build with you not around, they can't really do it.
While you can fiddle with router settings and forward the port the PC running host, so that people outside can connect too, LAN MC offers virtually no security.
I also ran into strange bug where host player appears to guests as Steve regardless of skin used.
Your other option is to get a server setup. Check www.spigotmc.org Once configured and started, this server can run on some always-on PC (i.e. an Intel NUC running Linux is perfect for something like that)
While this is running, anyone on LAN can start up MC and do stuff. Be sure to add LANbroadcaster mod that makes server show up similar to regular 'open to LAN'
You can forward a router port to this machine and invite outside friends to login as well.
