We build a Endermen farm, and a path to get to it. The ground of the path is leaves, it's surrounded by cobblestone walls on each side.
We would have expected no endermen to spawn on the path, but some do. Why?
I tend to think that leaves are actually spawnable blocks but that was not the opinion of the people I built the farm with, or yet that of the tutorial video. I'm not 100% sure though
Or maybe Endermen are thin enough to spawn on cobblestone wall?
Leaves are spawnable blocks, yes, meaning that they can be chosen for a spawn attempt. Leaf blocks are not a valid block for endermen to be spawned on, however.

My suspicion is that they are teleporting onto the walls and then moving/dropping onto the leaves (I know they can teleport to fences and gates, but have not tested walls, nor can I find an definitive statement online. My experience has also been that they cannot teleport to leaf blocks, but – again – I have not been able to find a confirming source.)
If you feel the need for walls on the sides of the approach path, I'd recommend widening the path by one on each side and adding a row of double carpet (onto which endermen cannot teleport).

They definitely can teleport to leaf blocks, at least oak leaves in 1.13.2
I spawned all the endermen in the picture inside the fenced in area, dumped in a water bucket and 10 seconds later all the endermen were standing on leaf blocks outside the fence.

The leaves are 3 blocks thick so those holes have leaf blocks at the bottoms.

What I'm thinking now is replacing the walls with lower slabs(in a way that they for a wall), I think enderman cannot spawn of teleport to them ( is this right?)
And if they still teleport on the leaves, cover the leave with lower slabs, or carpets, but I would get cobblestone, stone brick or yet spruce slabs faster than wool.

No, that's wrong.
They can't spawn on lower slabs them but teleporting is different.
Well, they can't teleport "from lower slab" ... that's something that I exeperimented keep an enderman captive for months.
Are you sure there was somewhere for it to teleport to?
I have a superflat 1.13.2 world covered in quartz slabs (lower).
I dug a pit and filled it with endermen, it just so happened to start raining right after that and they all teleported away, mostly too quickly for me to see where they went but I could see a few of them tp'ing back and forth across the slabs before disappearing out of sight.
I'm getting tired of testing but I'd say nothing can spawn on glass (though iron golems can spawn _in_ glass blocks if there is a spawnable block below them) but I'd guess that endermen would tp to glass blocks.
No, our claims don't prevent endermen teleporting. Though it prevents them from removing blocks.
Now that you say, I had not noticed his head looks like it's in the glass block, but I don't think it's that, I really heard in a video that they don't teleport from lower slab tested and it seemed to work ... (can't find the video, it was a child speaking and didn't have much views)
I copied your cage and the enderman immediately teleported when taking damage (at least from rain or water).
But something's up, I spawned in another and left him alone, he's still there after 15 minutes whereas 20 endermen in a bigger glass box with a dirt floor all escaped within a minute.

A single enderman in the bigger box doesn't seem to be in any hurry to leave either.
Maybe they teleport when they jostle each other?

Nevermind, the one in the big box just escaped (after 10 minutes or so).
The one in the museum cage is still there after 20-25 minutes.
The one in the museum was there since january or so (and the only reason it's not there anymore is server reset)
The best solution seems to be some kind of water "barrier".
Or low roofs.
At all heights up to 32 blocks above and all the way down to Y=1, 32 blocks out.
I replaced the floor of my big glass box with purpur slabs and added 20 more endermen, none of them seem to have left after 10 minutes, so the slabs obviously do something.
I think I'll just have to chalk it up to one of life's little mysteries unless somebody like TheMasterCaver has some input.

Most likely they teleported there.

Well the ender man was also in a glass cage ... but I guess it could teleport through it ?

As for the enderman, some experimentation seems to be in order.
Are you sure enderman teleportation wasn't disabled for claims?
I wonder if it could have something to do with having its head stuck in the glass?

I've done test in creative, regarding endermen.
Cobblestone walls: spawn: no, TP to: yes
Leaves:spawn: no, TP to: yes
Lower slabs: TP to: yes TP from: ?
Glass: spawn: no TP to: yes
