If you do the math then how many would you think we should get? I find that making stairs is too expensive because the 3 extra blocks used to make them kinda go to waste.
It’s not like the blocks are expensive. Just do more work.

when building quartz stairs there needs to be more blocks because it makes sense. 4 stairs for 7 quartz block is not very rewarding to be honest with you. at least 7 or 8 stairs or mathematically speaking would eb great. Also i do not understand ur reasoning behind ur lack of support for a good idea
The vanilla recipe gives four stairs for six full blocks.
Given that stairs have additional useful properties (eg. upper faces are non-spawnable, no effect on hunger when climbing), the 4:6 'exchange rate' makes a degree of sense in terms of game balance (and may also be justified as the extra work to obtain more blocks can be seen as representing the work that would have been put into the crafting of the shaped stair block).
Quartz (and the stone variants) are non-renewable/non-farmable blocks; additionally quartz (and sandstone) have very low blast resistance [4 vs 15 for wood]. To a large extent that they serve as luxury blocks with which to brag to others on the server, as such lowering the costs would defeat the purpose of using them. [This would not apply to cobble, wood, and the like – but such materials are so easily farmable it scarecly matters past very early play.]

If material usage was fair, since a stair block is made up of 3/4th of a full block then 6 blocks of cobblestone should produce 8 stair blocks.
I really don't worry about it, since it's possible to make an infinite cobblestone generator fairly easily.
Realistically it doesn't really seem unreasonable for there to be a certain wastage but even in that case one would expect to get a ratio of at least 1:1
If you are in 1.12 or later* you can replace the vanilla recipes with ones that give you 6 or 8 stairs; for older versions there may be mods that do this, as I've done myself (6 stairs per recipe, which is still a material loss, but you do get a 1:1 ratio of blocks. I also changed the fence recipe to give 4 fences since it takes 4 planks and 2 sticks (4.5 blocks). Interestingly, in 1.14 Mojang is making Nether brick fences require 4 blocks and 2 bricks (4.5 blocks) instead of 6 blocks to make 6 fences, so you actually get more blocks out then you put in, and they already were more efficient than many other partial blocks). You could go further, such as making quartz blocks uncraftable (4 quartz = 1 block and vice-versa), since then they can be used as a storage block, or even make enchanted golden apples craftable, and so on.

It is a non-issue for me, because I have only built stairs out of cobblestone and wood that I had plenty of, but I’m sorry if it bothers you.

*For 1.12 you have to mod the jar to change the recipes (stored as json files inside the jar; all older version require modifying actual code), while for 1.13+ you can make a data pack.
