I recently have been working on a plugin which allows for authentication of users based on their IP addresses for Bukkit 1060, which is the beta 1.7.3 build. Although the version is almost 8 years old (crazy to think so) I still have a fond interest in it. Would there be an interest in a beta 1.7.3 survival server or is this something which the community around no longer exists? If people want this I would be happy to host an open server the old school way.
Feel free to leave your opinion below! Just know that the server has not bet set up yet, and I still would like to develop a few more simple plugins to iron out some security issues with respect to users logging into other players accounts. I do this because I really do not like the password based authentication plugins. They take away from the feel of the game.

No. Move on from old mc version, and with todays data-related laws, storing IP's would not be a good idea. Also, note that IP changes most of the time.
@MagicPie I can guarantee that there are thousands of people - if not tens of thousands - who are more interested in playing the Beta patches than playing what Minecraft is today. They only look like they don't exist because every time they say something, masses of everyone else come along and tear into them until that part of the community stays silent. Case in point.
So keep looking. You'll find lots of people. I'm only being a bystander because I don't think I have the time - lots of software projects to complete...

So I was working on this really cool resource pack a while ago, but bad progress nonwithstanding, I think I found something much better... I'm probably gonna never release another custom Minecraft map.Until we meet again...

If anyone has any curiosity about the plugin which I created the link is: https://dev.bukkit.org/projects/iplink

Not my cuppa, but good luck. (Given the total number of players worldwide, you ought to have some interest if you can just reach the right players.)
