Java Edition is what used to be called Minecraft (no modifier) and is the edition that runs based on the java language; given the mods you are using, you are almost certainly playing this edition. [Mods are effectively available only for the java edition, although some other editions have some somewhat similar things.]
When Microsoft/Mojang [MS/Mj] decided they wanted Minecraft (unmodified) to apply to another version (generally called bedrock, written in one of the C variants and running under Win10 and various platform systems), they added the "Java Edition" subtitle to the original Minecraft and began calling another edition Minecraft (no modifier). [Engendering confusion in the process. :bletch:]
WRT the original question:
Villagers do not build (or otherwise expand) villages in vanilla (unmodified) Minecraft.
Looking through the documentation/website of the mod that adds this feature would be the best source of information.

There is a river running across the corner of the villager map that is preventing my villagers from expanding the village.
How many layers of land do I need to place over the river so they can build there

Um, I don't think villagers build unless I'm misunderstanding you.
Sorry I forgot to mention that I am playing with the Millenaire Mod and the MCA Mod
So basically you forgot to mention that you use java edition, the exact version and the entire mods list.
I am playing version 1.12.2
Mods I have are Forge, Millenaire MCA, Not Enough Items. Mr Crayfish Furniture and MO Creatures.
My game is playing well and I can do everything I should or need to do. No bugs and no crashes
