I dunno about this being a "Biome"-exactly, but my favorite variation of this had NPC Villages on otherwise-Stone, one about every 250'ish Blocks. Sort of "Urban Apocalypse" scenario (you could get Saplings for Growing Trees from Chests, which could by Grown on patches of Dirt, so it wasn't-really that Wasted as you describe-above).
By changing the words and-#'s between-commas,like,so, more-or-less. Another cool variant of your technique above is The Nether's.
Have you guys wanted to get a wasteland biome in minecraft before? Well I'm going to show you how!
1. Open up Minecraft on the , you should be on the launcher.
2. Click the three lines at the top, click Launch Options, and click the account you usually use.
3. Set your version to snapshot 18w16a and click save.
4. Click News, then click Play.
5. Once the game loads up, click Singleplayer.
6. Click create new world, put the gamemode (creative works best, there's no trees), and name the world.
7. Click More World Options.
8. Change it from Default to Buffet and click Customize.
9. Set the dimension to Overworld (probably there by default), and the biome to The End.
10. Click Done and click Create New World.
You're now in a Stone world with Lakes scattered around, and the sky is black.
