I wouldn't call exploding either not working at all nor useless!
Blowing things up is its main purpose.
I don't usually play around much with TNT except as an instantly breakable block for removing water from Ocean Temples but it seems to act more or less as I would expect.
I don't see it disapearing, it keeps on blinking until it explodes 4 seconds after being lit.
Playing around with 2-3 blocks of TNT I'm not seeing any movement but if I make a big pile, say 5X5X5 and light a corner I see TNT blocks flying all over the place.
That's actually just a form of lag/delayed reaction due to the computer being unable to keep up with things due to having such a massive amount of chunks and blocks etc rendered, not really a bug.

Well I'd agree that low TPS just makes the game look wrong in general, but the thing was it was impossible for me to propel a piece of TNT, which should work regardless of TPS.
When activated it flashes for a bit then disappears for like 7 seconds and then explodes.
It cannot be pushed around by other TNT.
I somehow find no other reports on this, but what the hell is wrong with the TNT? It's entirely useless like this.

I built this TNT cannon and it seems to work just fine in 1.13.1

Update: I had render distance at 32 for...reasons. That broke it.
