My guess is the modpack launcher icon or something along the line of a texture for more technical sides of modpacks. Just guessing the context of what they are after. I don't know how to do this, just guessing for anyone that can answer this question.

You can make a modpack super easily with the Twitch app, which you can download to your PC (I assume you know what Twitch is). Once you boot up the app, click "mods" at the top, then on "Minecraft", then on "create custom profile" near the top.
From here, you can name your pack and choose what Minecraft version it runs. After it's created, view your pack by clicking on its picture and you can then press "get more content" in the upper right corner to download mods straight from Twitch into your new modpack.
The best part is that there is rarely any crashes or conflicts, and Twitch also automatically downloads mods that are required by other mods (aka their dependencies).
If you want to share the pack with friends, you can click the expanded menu and find the "export" button, which saves the pack as a ZIP file. You can then transfer it to another computer and press "import" and select that ZIP file and boom it's there.
You can also publish your pack to make it publicly available on Twitch, but you have to jump thru a lot of hoops to do that and there are a lot of strict requirements to get it published.
