1. Yes, its true that this update will not be compatible with any pre-1.13 version. However, there are a lot of fun and cool changes and mechanics that are useful and add to the gameplay. Some servers may add a separate server specifically for 1.13 (Like how hypixel has a lot of servers for all its minigames)
2. I agree with this point. However, I'm sure there are/will be ways to get around this issue when the update comes out.
3. I'm pretty sure that these bubble columns won't ruin anybody's build. Also these are fun to mess with redstone and stuff!

The new functions are actually pretty useful and don't really break the game too much for the average player (besides the new water physics which are still being worked on)
Modern minecraft updates are a risky choice for servers, after 1.9 happened. Some non - pvp servers use them, though.
Modern servers run around 25% post-1.9 updates (where did you get that number?), but we may see around 5% using post-1.13 updates.
Considering how big and enjoyed the update is, I think the number may be a little bigger than that

Not true in so many ways. There are plugins or mods to remove 1.9 combat, for those who wish for it. Even if 1.13 breaks those plugins, someone will make more. And have you considered there are PvP servers that do use 1.9 combat?

Have you even watched a video on the update since the Minecon footage was released? They changed that literally because community opinion was that it would break mob grinders and such. You have to physically place water to have it in those blocks now.
3. New mechanics like soulsand going up and magma blocks going down ( But who the uses magma blocks? ) will up builds
This suggests that players place soul sand under water regularly. I have literally never heard of them even being close unless it's in a nether wart farm, and those should be fine in this update. Magma blocks are actually fun to use in building, because of the lighting source quirks they have. And the bubble column mechanics are very useful for item/player elevators or traps, sooo...
Instead of adding new blocks, they're up the old functions, which is what 1.9 did and failed
On the contrary, 1.9 is loved by many people (every poll I have seen regarding this shows a majority favoring the new PvP system), so I would hardly call it a failure.

So change means they are messing with old functions and therefore the update is bad. You are free to play back in 1.8 if you want to, but you cannot decide change is bad. Changes can be good or bad, and the opinion on 1.13 has been overwhelmingly positive. Maybe you should consider that you have the wrong opinion.

Ever since the major 1.9 changes, nostalgia freaks and noobs have complained about how PvP actually requires more strategy and skill than spamming your mouse. It doesn't seem the combat was the whole issue, as posts like this prove - people just don't like change.
I actually prefer the new combat system. Just clicking fast was kinda lame. The new way makes every swing count.
I also think that 1.13 is possibly providing some future-proofing. It will break a lot of stuff yes, but it will allow the game as a whole to develop into more amazing things.

Do your research before spouting off half-cocked. The only way to have water occupy the same block space as a fence/sign/etc is:
1)you place a water source on said sign/fence/etc. In 1.12 and prior, you would end up placing the water source on the block adjacent to said sign/fence/etc OR the source would place in the same block and pop the item off (ie, redstone dust and redstone components, buttons, levers, etc.)
2)you place a sign/fence/etc in the same block that the water source currently occupies. In 1.12 and prior, you would end up placing the block and deleting the water source.
In absolutely no case would the flowing water ever cross through a dry fence/sign/etc...to get to the other side.
Minecraft isn't digging itself anywhere in my opinion. It's continuing on, and some of the player base is being left behind because it refuses to adjust to changes it doesn't like, be them combat or some farms or grinders being broken and needing redone. I'm not saying they have to like changes or to update despite them, mind you; I have at times stayed with older versions for a number of reasons, but to act like the game is digging itself in a hole is a bit presumptuous because one self doesn't want to move along with it, which is all it is doing. The game is updating and changing. There's nothing more to it.
I do agree though that they could handle some changes better when it comes to backwards impact of features or changes (water temples coming in 1.8 and inserting them into pre 1.8 worlds but ONLY doing so correctly in 1.7, and incorrectly in 1.6 and everything prior, was one such example), but that's sort of the risk we take for playing a game that is still changing and updating. Learn the new ways, and build new farms, etc., or just stay with the old versions.
TBH it's the server's fault for not growing up and updating to modern Minecraft (with the most content). It's very annoying when you play build battle and there's a perfect block for your build, only it's two years old (ex: magma blocks) and can't be used. How is Mojang digging themselves into a deeper hole if they continue updating their game, which they have been doing forever? Last I checked it was their job to add content.
The servers that didn't update to 1.9 are unlikely to update to 1.13/14 (they have a successful 'business model' running 1.8 they are unlikely to change).
Of the servers running 1.12, I expect there will be a delay before most of them update to 1.13/14.
I also expect many individual players may delay the change until their personal selection of 'necessary' mods can handle 1.13/14,
[I'd expect Optifine, forge, spigot, MCEdit, Schematica, carpet to be among the most 'waited for' updates.]
A delay to make sure the supporting infrastructure is in place is to be expected and hardly cause for concern.
[I'd also not be surprised if some servers/players don't wait for the n.1 update as it will be unsurprising if the snapshots fail to identify all the problems given the extent of the changes being made.]
Another reason to expect some delay in changing to the new update is that changes to game play will require some revision of bases (eg. waterfront bases will now need fences / lighting where they currently do not). A responsible server might well give players a period of time to make these adaptations after the final details of the update are known.
My guess is that most of those running 1.9+ will update to 1.13/14 as the 'necessary' mods are updated/confirmed to work and any in-game rebuilding is completed.

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
What do you suggest then? They just stop updating? Combat has changed so because of a few people not willing to accept it there can't be any more updates? Things change, things get better, and none of this will really ruin anything. Water is only getting better, and it will barely effect current builds, it'll only allow for the ability to be made more interesting.
The only thing that I don't like about 1.13 is the underwater caves, which just makes oceans more annoying; I had already modified the way sand/gravel generates underwater in my mod so they don't collapse into caves, as well as how caves interact with water so they aren't so broken up (e.g. ravines will not generate entire vertical sections that would intersect water), and think that 1.7+ oceans are too deep (deeper water = less caves) - but considering that I would modify caves anyway to fix a change that 1.7 made it doesn't matter.
Also, while I have never updated past 1.6.4 it is for very different reasons than any that have been presented I do not complain about changes in newer updates; in fact, look at this, part of what I see as my own version of the game:
I also did all of this without looking at a single line of code from 1.13, so I have an appreciation of how much work Mojang must do to add in new features (adding new blocks is not always as simple as "oh, just copy and paste some code", especially when they have to change how water renders and everything, as well as change how the game handles blocks so more than 256 can be added).
And yes, I even added a form of 1.9's attack cooldown to my mod; I must be one of the very few pre-1.9 players who never developed the habit of spam-clicking (the main difference is that my mod lets you quickly attack multiple mobs in succession, limited by damage immunity / number of mobs; hitting a mob while it is damage immune from a previous player attack or attacking too quickly without hitting a mob will apply a penalty which reduces the damage dealt on subsequent hits, not just the next hit, gradually recovering over time).
I would be majorly fine with the combat system if the combat timer didn't allow you to swing in between waits. On the new system, you can instincively click as fast as possible, which most pvp systems do but it will severely screw up your gameplay.
I am personally not a fan of the 1.13 sea update, but I feel like some mechanics are confusing on changelogs and need to be represented a little better.
However, recent updates, personally, have been totally amazing.
I'm just hoping the rather lore based stuff added in this update don't stall the imagination of Mojang, and instead, the community thrives on new mechanics added.

They fixed an odd, immersion-breaking bug. Okay, it breaks elevators, but you shouldn't depend on goofy or glitchy behavior to make your game run.
