You'd have to ask Mojang what the file is for but the contents clearly indicate it is a log created by the launcher in much the same way the game itself produces a log; it can likely be used to troubleshoot issues and so on (errors will likely be displayed in the log):

As I mentioned before, you can prevent it from appearing on the desktop by editing the shortcut to set the start directory to the one the game is installed in (as seen in the log above the run directory was set to "C:\Program Files\Minecraft"):
...that's sloppy. Doesn't give me a lot of confidence in the overall integrity/security of the code, that Mojang can't deal with basic housekeeping. But I suppose that the game content releases are good so their hearts are in the right place. (Yes, I know, I'm rather late checking out the game, lol... But I'm temporarily stuck on a years-old laptop, and this came up on the games of interest that this thing will run until my new rig comes in, heh).
