Personally, I hate the new textures. I think they all look very cartoony and drawn straight out of a 3D resource pack. It completely takes away the feel of the current game. I am not going to be using the new textures. Most of the textures look outright disgusting.
Planks ( also slabs, stairs, fences, gates, boats, doors) Also the changed cutouts on the jungle door look good.
Mossy _any_ now looks mossy rather than vine-covered (Vine-covered block item a good possible future addition. )
Nether blocks (- quartz, -rack -brick, soul sand, glowstone) GS very different but IMO improved
Ice/packed ice
Wheat (especially the more dramatic color change during late growth)
Melon: a big change but now looks more like RL watermelon
Prismarines look better (except for bricks which are IMO too heavily gridded)
Pumpkin, Jack-o-Lantern, Haybale
Big Losers (more or less worst to best):
Mineral blocks — most especially Gold, Diamond, and Emerald: these look like cheap plastic kids toys; Lapis... the old looks better, but the new is not horrid.
Glass; blocks, panes, and beacons. Getting rid of (or greatly muting) the diagonal bits strongly recommended. (Colored glass doesn't look like it changed. Not fond of the old glass texture, but it looks less bad in the colored versions.)
Some leaves: Oak looks too harsh & too angular with too much of a repeating pattern. Birch is too open; it looks like camo netting not leaves. To the rest, I'm comparatively indifferent.
Birch bark looks like the same texture just blurred and ugly.
Obsidian still looks like freshly cut black basalt not the shiny glassy black of stereotypical of actual obsidian; if it's going to change, it ought to get better…
Mushrooms (normal): the old texture looks like one is seeing them from above, the new from below — new is too Disney-ish
Redstone lamp: the newer is smoother and looks more like leather on a frame. Old texture preferred.
Minecarts and lillypads looked better with the old less harsh/ lower contrast textures.
Mobs & Items
I don't seeing much change in the mob textures — what there is looks . . .neutral.
Glowstone dust: the new version looks like orange soft serve "ice cream" : Ugly and not at all evocative of what it is.
Potato/Poisonous Potato/Baked Potato: dont look like potatoes; more like a shell peanut, a squash, and a rotting cucumber respectively.
Bones, neither quartz & carrot items all look cartoonish.
Ingots, the new look like billets rather than the angular ingots so iconic to MC.
Raw & cooked salmon now look more realistic… (but old texture without the different collored head looked better IMO)
The item changes (with the exception of the salmon) look like change for the sake of change.
(Or someone eager to pad their list of "accomplishments" before a yearly salary review….)
Also, there are a lot of things where there is significant change, but I'd call those either one way / half-dozen the other… (eg Noteblocks /Jukeboxes) or 6:5 and pick 'em (eg new polished stone blocks)

It was something they announced at the general Q&A roundtable at Minecon Earth. At the time, they said the resource pack wasn't going to to be ready for 1.13's release but I guess someone got really inspired.
I really like the textures! Trees now actually have leaves, rather than dots and I can finally see the difference between different leaf types. The ores now look more shiny and much more attractive than the current ones which look as if they're just painted on top of the stone (not saying that I dislike the current textures, those are nice as well).
Some things look a bit odd, like the boats in item form, which look like they have a round edge. The quartz item looks like icicles.
The birch log looks 1000x better in my opinion and all the bricks look wonderful! I'm going to keep this as my default texture pack.

Firstly this is only my opinion. And secondly this will probably sound bad / not make sense but anyway:
I don't really like the new textures. What I love about minecraft is the simplicity on the outside but depth on the inside. It's a game full of blocks with simple rules and simple textures but yet so much can be done with it. Players have used these simple blocks together to build all sorts of things from full scale replicas of real world places to all sorts of unique bases, that rhyming rockets, floating islands, castles or that small mountain-side house you built today. These updated textures feel like they trying to show the game in the best way possible without reflecting what it truly is. I feel this is what people mean by 'it is not minecrafty' but it's only my personal view. The new textures are hiding minecraft's true nature. This is why I don't like polar bears, they are just aesthetics with no real depth, nothing to do with them, unlike endermen who drop ender pearls with which people have done all sorts of things.
This is all my personal opinion and I would love to hear yours too!
Coblestone texture looks so cartoony and bubly Yeah. It looks like scales on a lizard.

The glass is unconnected and just horrible (maybe I am just used to the old texture) You are right. There should be something in the middle. It also looks pretty bad when in large quantities.
Quartz, both block and item are amazing! Eh, I guess. The stripes on the pillar are too thin in my opinion, and the item for quartz looks a little odd. Other than that, quartz seems pretty awesome.
Vines are nice I agree, but I don't think the change was necessary.
Same with the prismarine blocks I'm not too sure about these blocks.
Obsidian is worse than before I'm torn on this one.
Netherack is too sharp and noisy That's kind of how it was before, though. Again, a change really wasn't needed.
Boats (item) have a very visible outline I noticed this too. It looks interesting, but doesn't fit in with the other items because of its outline.
Lilipads have an unnatural line which is annoying I agree. They look slightly plastic or something, just like the planks.
I am a fan of the new planks textures I think the birch, jungle, and acacia planks are okay, but the others look too plasticy.
Oak leaves look like a grape bush and they are too detailed I agree.
Ice is ok I like the older one more, but yeah, it's okay.
Sandstone is ok when it is by itself but maybe not so much when it is in a dessert I think the sandstone looks bad, just like the cobblestone.

They (Mojang) said the reasoning behind the change was that the current textures are inconsistent, but the newer ones feel more inconsistent than the old ones. People have mostly just asked for the texture change of one or two items/blocks, or even just the slight tweaking of certain things. It's sad that they are spending time and money on this unneeded texture change when there are genuine issues in the game that could be resolved, like bugs, exploits, lack of stairs/slabs/walls/whatever, etc.
I have seen some interesting opinions out there. Most people are negative but not all of them. For me minecraft is game made out of cubes, squares and dots. The new textures are detailed and have like a smooth shading so that gives the illusion that blocks aren't really flat. In these years a new adjective has been invented... minecrafty , this is the thing that's missing from today's minecraft. Also I think there some blocks that cant be changed like the coblestone, dirt and wood... they mean a lot to us.

I find smooth diorite to be a lot better in the new textures, and I may actually be able to use it. Otherwise, I'm not really into the new textures.
Even Iskall85 said he actually likes the new smooth diorite texture, and he is the King of Diorite Haters! The normal diorite still looks like bird poop, though. Way too noisy.
I didn't like any of them at first, from screenshots. But then I watched a video by Grian, and I'm persuaded that the planks look nicer, particularly in a build. So are the red brick blocks. The oak leaves are jarring and just plain bad. Same for the glass block. The mineral blocks are worse off, but at least I rarely use them in builds.
This is all my personal opinion and I would love to hear yours too!

I prefer them over the current default. It's a huge improvement in every area! It's been 8 years, let's get some updated textures.
