I feel that the developers have recognized this, and have sort of taken it into account for making features for future updates (potential: loot tables in End skewed to have Smite more often, loot tables in Nether skewed to have Smite less often). This is a great idea, but it would require a lot of work on the servers' part to convert the previous Dimension dataTags into potential ones. I love the idea of a "Steampunk" dimension, but the way I see it, we would have to make it empty and abandoned, to allow for random placement of Redstone Dust, and the cities would have to be spread out like villages are. Has anybody ever seen a bunch of tightly clumped villages?

Second of all, I don't think anyone (including the developers) would let trifle like a dataTag's value corresponding to the dimension's theme decide whether or not a new dimension should be added.

It usually stays still when there are mobs or players within its view range (20 blocks), but will move and consume plants if it feels it is left alone. When it detects a player or mob within 10 blocks of itself, it will shoot out a spear-like hook to grab onto the player or mob. It will slowly retract this hook, moving the "threat" (or what it sees as a potential threat) closer and closer to itself, while also doing 1 heart of damage per second. After a few seconds it lets go, hoping that it scared off the potential threat.
Hook appearance:
If it it is attacked, it will immediately retract its hook and "run" away. I say run in quotation marks because it really just move away, since it has no legs.
Drops: 0-4 snowballs, 1-2 frostlength
Using frostlength, the plant the creature eats, and another item (this other item will be from another idea) an Ice Spear Gauntlet can be created. This is not a form of armor; it is an item. When holding it, though, the gauntlet would appear on the wielder's hand. Holding right-click would send an ice spear (the same one from the creature) out. If shot into a player or mob, it would begin to retract, and of course pull said player or mob towards the wielder and do 1 heart of damage per second. For balance, the Ice Spear Gauntlet has a 4-second cooldown.

This is great! My one suggestion is the ice spear guantlet sounds should have a shorter name. This could be as simple as just ice spear or ice guantlet, or just a made-up name. I'm near certain no real life animal has a "hook", so we can't pull an elytra.

Icepear Gauntlet (Not sure if this one really works)
A potential new mob for the Frost Dimension that supports the cold and prehistoric subthemes, Mammoths spawn rarely in packs of one throughout the dimension. They are "semi-passive" mobs, in that if you attack them there is a 50% chance they will hit you back for 4/5/6 damage. Mammoths have 50 health points, 2.5 that of the player. They are very slow mobs. When killed they will drop mammoth fur (TBH they should also drop tusks, but I fear that would not politically correct especially with the whole shark controversy).
Remember trees, flowers, and grass don't grow in the super cold frost dimension.
Mammoths can be ridden by clicking a saddle onto them, like pigs. They are attracted to carrots (just because we don't know what mammoths ate and there's already carrots on sticks). Mammoths are even slower than donkeys and will refuse to drop over 5 blocks at once (to avoid them falling off glaciers). However the tiny Wintry/Gelid are passive toward the big mammoths (and those that ride them- unless previously in combat). Since it's very dangerous to bring a horse to the frost dimension, mammoths are the best way of transit besides walking. Still, they aren't very safe...
Blizzards
My dilemma is currently the Frost Dimension doesn't seem too dangerous, most dimensions have something that makes you constantly looking behind your back. The Nether is filled with lava everywhere and flying creepy ghosts that shoot explosions at you. The End is filled with a ton of these powerful monsters that can teleport at will and attack you just for staring at them, plus the void. I'm fine with the Frost Dimension being an easier dimension than the other two, but I still feel there needs to be something dangerous. My idea to fix this (it's by no means a great idea but I think it still works)- blizzards.
Blizzards would be the rain of the Frost Dimension, occurring about as common as rain in easy and increasing as the world difficulty goes up. For about a minute before a blizzard is about to occur whooshing windy sounds will warn everyone a blizzard is incoming. You'd have to be afk to not realize, because all the mobs also react. Mammoths rush towards caves and in the last 10 seconds wintry/gelids puts their heads down and become neutral.
The sky turns gray and fast snow (with the wind sound) floods the screen. Snow starts spawning at a fast rate, but not too much so that it's griefing. If they are outside, the player will get a 10 second "chilled" effect. While this happens, the hearts will turn icy blue and slowly disappear. The player cannot regen health unless they go inside. They will occasionally become "frozen" for 1-5 seconds.
The chilled effect can be slowed down by wearing armor. Chainmail is the worst in this case, with the three metals in the middle and leather the best of the five. Mammoth fur can be crafted to create a new armor (or just a jacket with hood covering chestplate) that is even better than leather. With mammoth fur armor the chilled health loss is slowed down by 60%. An enchantment can also change the chilled reduction.
I know temperature is typically frowned upon, but I feel it's the best way to give the frost dimension some challenge and also give mammoths a useful drop.
Maybe mammoths could have four tusks, or six legs. I don't know if it's necassary though because mammoths are extinct animals, so they wouldn't spawn in the overworld.

I don't think permafrost should have a similar texture to magma blocks (it would be better if it were unique), but other than that I don't see a problem with this as long as the "ice trolls" aren't too cliche. I don't know how well a troll would fit in, but I guess "troll" does have a loose definition, so we could probably make it unique.

Hail does not appear during blizzards, only during severe thunderstorms. Although, the concept may be something to hang on to. The permafrost literally just seems to be magma. Not a fan of having yet another bipedal mob in the game. The instant freeze could have a few applications, though. Freezing water into ice and temporarily halting mobs sounds like something handy.
Just wondering, are we going to have a boss for this dimension or just the steampunk towers?
Also-
To balance elytra in this dimension, we could make it so that it is constantly snowing and going too fast will cover your screen with snow (making it impossible to see, except for the corners of the screen). This way players would have to use another form of transportation than elytra+fireworks, such as mammoths.

Ice trolls are an interesting concept as well, but are we still having the frost giant serve as a the entrance miniboss that guards the portal? If so an ice troll might be repetitive.
If we use the ice troll, how about using the mutant zombie model? I think it captures the idea of big, bulky and strong troll well.
And for the texture, here are some ideas. We can just create our own pixelated version of one of these designs (or our own) onto the mutant zombie model.
Yes good ideas. If the ice troll is repetitive, how about the glaze. It might be a little repetitive (but then again, magma cubes are slimes with fire res), but it's basically the blaze for the frost dimension. It will freeze players instead of setting them on fire.
Unlike Mammoths, this is very much in development. I only have the basic behavior worked out, but I want to get out this idea I just had because so we can you guys can put in input on things.
The mob would resemble a cloud, similar to Badprenup's cold mob idea. It would spawn throughout the dimension at about the spawnrate of ghasts in the nether. It has 8 hearts. Clouds are always outdoors, their highest AI task being to avoid being above a block at all costs. If a hail cloud somehow gets under a block, they will try to go back to being above the sun. If they cannot get above the sun for some reason, they will despawn.
The hail cloud would technically be passive, but it would still be a threat. If a player gets within the sight range of a hail cloud, the cloud will move towards them. Once several blocks away from directly underneath the player, the cloud will begin to rain hail on them. As one might expect, hail deals damage. The best way to escape a raining cloud is to sprint out of the hail and then shoot it with a bow. Or the player could use a shield to block most of the damage, and slowly work their way to a nearby cave.
A random idea I had was that the hail cloud acts like it's crying when raining hail (like the image shows). I don't know why, but I feel this fits minecraft's silly nature perfectly.

As long as it isn't too similar to Terraria's Angry Nimbus I think it would be alright. I'm not sure about the crying thing, though, because we already have a flying crying hostile mob (the ghast). I think it would be better to just politely ask to use Badprenup's idea. Then again, the mob was intended to be in the Overworld.
Maybe we should modify this cloud monster idea a little bit so that it isn't too close to Badprenup's suggestion or the Angry Nimbus from Terraria.
Oh, and if Wintry wins the poll, could we call the gauntlet Gelid?

Great suggestions! I love the idea of a blizzard and mammoth. There are really only two issues I can see:
1. Blizzards should probably be a little more common than rain in the Overworld.
2. What if elephants were added?
I guess these aren't really "issues," but rather things to think about.
