This design... is quite faulty, to say the very least. The thing is: the mobs usually won't walk off the edge of the platform into the water. Even if they do, then the signs the person made are going to block (at LEAST some) them either way. With these tutorials, viewers really have to use their heads to see if the tutorial even logically makes sense (no offense meant).
For Spawners (scroll down to find the without spawner xp grinder):
Just dig around the spawner until you get a clear space. Then, put water to flow from one side of the room to the other. At the place where the water stops, dig down one block. This way, the water appears to be hanging on the side of a block, but not falling. Next, put two water buckets on either side of the newly dug trench, and make sure the ends of the water streams meet up in the middle. dig a hole there and flow water into that hole. Next, use a water elevator to rise the mobs up and drop them 22 blocks, waiting for you to one-punch kill them.
Without Spawners:
You need to do what he did, BUT:
-You need to put the water at the level of the spawning platforms.
-You need to put the signs BELOW the water level, to stop the mobs from getting stuck.

What I suggest is this:
