Really don't understand how do this. Do you need something like Optifine? Do you need a special resource pack? I use Jolicraft for 1.10. This old fart could use some instructions.

HD resource packs require an HD mod because Minecraft doesn't natively support higher resolutions. Optifine has HD support built into it, otherwise you will need MCPatcher mod installed. Most packs will have clear instructions on how to install them either packaged with the download or on the download page.

Is that still true? I use a 64x64 texture pack and I have no mods installed at all, just vanilla 1.11. It works fine.
Some packs work without optifine, some dont. If the pack has advance stuff you must run optifine with it, if it only changes the blocks then it will work without optifine without a problem.
You know what, I'm not sure. I might remember something about changes in this area when texture packs become resource packs now that you mention it. I still see some packs recommending MCPatcher. One thing you couldn't do before without MCPatcher was change water and lava textures because they were hard coded in, but that's probably not the case anymore either. I haven't dabbled with making textures since resource packs came out.
You can get better graphics in terms of water, lighting, and colors in the settings (smooth lighting and fast graphics). Optifine is more of an optimization tool to make Minecraft run better, and in terms of graphics it only adds a little more customization.
If you want better textures then you'll want a resource pack, as said above. The higher the pixel count (32*32<64*64<128*128) the better the textures will look. Just look up 64*64 or, if your computer can handle it, a 128*128 resource pack and choose from the many options.

What exactly do you mean by resolution?
Oh heck better graphics is the term maybe. I see resource packs that mention 16x16, 32x32, 64x64 etc. Is that what makes the blocks smoother?

I tried it with terrible results. I gave my wife my glasses for a second, a creeper showed up and now my wife is pregnant.

For reference, I use Ragecraft Faithful 64x64
