A new type of piston? (doubt it)
What are your opinion/thoughts on this strange feature?
Maybe that's not it though, I did find a screenshot where it was only slightly less than all the way out?

Or maybe it is?
Did you find two different piston heads or can it be any length?
The pictures shown in your post isn't what I'm talking about. For some reason the piston head, when extending/retracting, always uses the "long" version of the head. For some reason the piston head block has a value to become short.
A command can spawn one in (versions taht use allow blockstates to be used anyway):

I don't think it will be another type of piston...
Minecraft blocks are locked on a grid, a short piston would presumably push a block in-between 2 blocks therefore throwing off the grid... Unless they introduce a new building system (which I doubt) or some sort of micro blocks.
It COULD be just some random debug block but im not sure.

Mewtwo is the best pokemon!
I expect it's just so they can make the piston head look like it's moving rather than just snapping in and out.
I tested a bit and managed to take a screenshot when it was only halfway out.
And since the screen pauses briefly when I take a screenshot I saw it myself as well.
Just testing.

I made an image using the debug stick in the latest snapshot that represents the difference.
There's a piston below them because it's easier to see what's different.
