That's quite beyond the system requirements, I'm using and i3 laptop with 8 GB of ram and I can get up to 100 fps sometimes. You could try allocating more ram to Minecraft and download 64 bit Java. It also helps a lot to install OptiFine.
A better way to find your system specs is to open the Run dialog box and type in "dxdiag" (without quotes), then you can also see what kind of GPU you have; I suspect that you have an integrated GPU (no separate graphics card). You can also find out by pressing F3 in-game, which will show your CPU and GPU in the upper-right, as well as Java and OpenGL version (Java should be 64 bit if you have a 64 bit OS):
Note that if you have both an integrated and dedicated GPU Minecraft often uses the integrated GPU and this is a common cause of poor performance on an otherwise high-end computer. Your limited specs do not look high-end though; they recommend a 2.8 GHz i3 while yours is only 2.4 GHz, but it should be able to run the game at lower settings (minimum requirements say 2.6 GHz but for a Pentium D or Athlon 64, which are older and less efficient CPUs).
I've attached a screenshot of my system properties on my laptop.
I'm just wondering if they meet the requirements to be able to play minecraft. I tried playing it a couple times but ended up lagging down to 6fps.

TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
Why do I still play in 1.6.4?
