That's the wrong recipe for fences (it's the 1.8 and above recipe), 1.6.4 uses 6 sticks in that same pattern for fences while fence gates are that pattern reversed (sticks to the sides and planks in the center).

Because in 1.
98 they added coloured fences. So they needed to add wood into the recipe.In 1.8 !
