The issue I have with it is when this happens; almost nobody who says that the new system is good ever seems to consider fighting multiple opponents, just one mob (or more often, player, but given that more people play singleplayer the game should not be balanced around multiplayer, which often uses plugins anyway to change how the game works, including yes, removing the cooldown, reverting hunger regeneration (a bit OP when a steak regenerates health faster and more than a golden apple used to), and so on. Singleplayer has few options unless you are willing/know how to use command blocks or mods):
I can't even imagine how I'd even be able to make any progress at all in lighting up that cave in 1.9+ - I killed at least 600 mobs in just one cave (not cave system, just cave, and while the cave was much larger than anything in vanilla natural mob spawning was not increased, only mob spawners, and there were no dungeons nearby). Also, I did add a sort of "cooldown" system but it is "per mob" - you have to hit a mob at least twice for it to even come into effect, once for the game to record that you hit the mob and another time to apply the penalty if you hit it again within 1 second with damage linearly scaling from 0% at 0.5 second to 100% at >= 1 second, with the effect carrying across multiple mobs but only if any one mob is hit more than once per second; two mobs each hit once every second (2 hits per second total) will not trigger it, nor will the first hit against a mob ever be penalized (the per-mob hit rate is actually faster than once per second because the counter decrements between hits, but still slower than the full damage time for swords in 1.9).
Of course, Mojang has nerfed the AI of most mobs since 1.8, such as by adding a delay before they see you and nerfing zombie follow range, and yes, armor penetration affects mob armor too (though the 2 armor points that zombies have and nerfing of Sharpness means that you need to either hit them 3 times even with a Sharpness V diamond sword or sacrifice the ability to kill creepers, spiders, and Endermen faster. This is my second main annoyance; they could have made Sharpness add 0.75 damage per level (not adding the 0.5 bonus, so Sharpness I is 0.75 and Sharpness V is 3.75 for 10.75 total, which would also make Sharpness V more worthwhile since you need to combine two Sharpness IV swords or books to get it. Smite would still have an advantage against armored mobs given that it can penetrate more than half a full set of any armor below diamond).
I absolutely DO NOT like the 1.9 combat style. As some people have already stated, it is harder especially when fighting mobs like creepers in small spaces. I also don't see why axes should all-of-a-sudden have tons of attack damage, however slow they may be. I also don't like the absence of blocking, suppose you don't have a shield? What then? If the purpose of this update was to make combat more realistic then why take out blocking? Way back in 1.8 it was possible to run up to a creeper and kill it with three quick hits from an iron sword, now it is necessary to hi the creeper, run back, hit it again and repeat, sometimes hitting it more than three times. Or take peaceful mod as an example, imagine you're in a forest and you need some food, so you go toward the herd of pigs nearby, you hit one and wait for your sword to charge up, in the meantime the pig in question, runs under a tree with only one block of clearance between it and the ground, now you have spend ages breaking the leaves and hit the pig again provided it hasn't come out from under the tree and run off somewhere else. In an older version, say 1.7 all you would have to do is hit the pig a couple of time and there you go.

i just hate how they made it so it takes a few moments for anything to spot you. sometimes zombies dont see me at all before ive run up and slashed them with my sword. i want them to see me and attack me in mobs not one or two at a time

Well, if you can say, that adding cooldown, that's whopping 0.1 seconds longer (swords cooldown), than natural damage immunity, that all mobs (and players) have had for ages are slowing down combat, then go ahead.
And yes, old combat system don't require no skill, and while it's not stupid, it's brainless hack n' slash. No, I am still not saying, that what we have now would be perfect, as it is not perfect in any way or form, it's just better, than the old system was. PvE wise, that is. But PvP wise? No, not really so much, as in this one I have to admit, that the old one would of been better.
