Ummmmm... You must have some sort of plugin that has something to do with capes. Anyone can't just GIVE someone a cape. I dont know what plugin you use, so I cant tell you how to remove it.

You can always turn off the cape from the game menu.
But yeah, someone can't just give you a cape.
