True. Unless if you're Bill Gates, where on earth are you gonna get the money? Simply, your own money, right? But you still need to: Buy the server, get the plugins, advertising etc. And what about maintaining it? This is impossible to those who had little funds (ie:Low society rank).
High or low income does not affect whether you can afford a Minecraft server.
Even those with low incomes spend their money on stupid things - television/movies, copious amounts of junk food, gambling, drinking... okay, this is somewhat irrelevant, but I can't resist pointing out stupid and unrealistic statements.
Unless you're using a remote host (in which case you probably lack the technical knowhow and responsibility to manage a server in the first place), invest in a computer, do your research, and host a damn server for some people to play on.

Ask you're self, would you work without a salary? The majority of the server owners need something in return to keep the server up. You could compare it with almost everything. Let's say that you are buying a coffee every morning in the local coffeeshop for 2$. It's simple math, 2*30= 60$. Soon you will realize that you need a sable income source to keep buying that daily coffee. A server owner needs to pay for this server and he will most likely not take money from his own wallet for other peoples entertainment to pay fot that server. but as long as he get's donations and other payments form the players I can keep that server up.
There are generous people out there who are willing to sacrifice a cup of coffee a day for the good of many people. There's a lot of people like that. And those people should be the server owners.
I am all against these pay-to-win servers, but I'd say that it's better to just play on servers that are pay to play, or servers that don't sell anything at all. If people want to waste their time on pay-to-win servers, so be it.
By the way, how does Mojang even shut down these servers? Attack the host? :/

They have the power to file lawsuits and get people in a lot of debt. They just choose not to exercise that.
