I posted this in another place as well, but I'm not sure it was the right place. Please inform me of a better place to put this if you know of one, as I am new to the site.
So, here is my problem. I am trying to set up a server on my computer so that I can play with my friends. I watched YouTube videos and read from several sources to make sure I did everything right, especially when it comes to port forwarding.
I can access the server locally, but I can not access it using my ip address, as a friend of mine would. Every time I try to enter using the ip address, I get this message......
java.net.ConnectException: Connection refused: no further information:
I have tried several things, but I can't even remember everything I tried. Please ask any questions you might need to in order to figure out what my problem might be. I appreciate any help you could give!
Yes! I have gotten confirmation from several different sources online and I checked and rechecked to make sure I had done it correctly. I don't see anything out of place! (And thank you for the location I should move this to.)

when you connect to the server using your external ip, do you just put the ip or do you put ":25565" after the ip? that might be your problem if you don't put that.
You won't be able to connect with your external ip address like other people can. If the server is run off your computer all you have to do is connect with the ip as localhost. For other people just go to http://ipchicken.com/ and that's the ip they have to use. This is all assuming you port forwarded correctly. Btw some people's external ip's change from time to time so watch out for that.
I guess I assumed that if I couldn't connect that way, nobody else could either. I'll check that out though, thanks!
No problem. If that doesn't work, try what Dragoncaker said, or as west0 added, check your firewall. I'd guess that what MrHappy and I said will do though.

Yup. Just tried it again using that particular website, and it's the same.
I believe I found the IPV4 earlier, but, as I am new to all of this, remind me again how to open command prompt?
Never mind about the command prompt, I found how to do that.
So, it works when I use the ipv4, but not when use my ip address.

If it helps, I used this tutorial to set up the server. I followed everything to a tee, except I changed 1.8.1 to 1.8.3.
Do you know if other people can use the IP? If they can and you can't, it's no problem as you can just connect with localhost ip.

Maybe you fire wall is blocking your server.
