I can't say for sure which is, unbiasedly, the worst biome. In terms of unique available resources, mobs, structures, etc..... Probably normal Oceans (not Deep Oceans). The reason is that Deep Oceans do have one redeeming trait: The possibility to generate Ocean Monuments. Normal Oceans do not do this, and do not offer anything but squid, gravel and water which, again, can be found in Deep Oceans.
My personal least favorite? Probably swamps. The only thing that swamps have going for me are slime spawns.
I like all the biomes. Why hate the Roofed Forest? FTW!
Hostile mobs can sometimes spawn in the daytime with how many shaded spots there are, plus the cluster of trees makes it hard to navigate (Not as bad as a Jungle biome).
I haven't even encountered a mushroom island in survival. I believe that I should if I am to encounter the mooshroom.
I encountered one once (naturally without using the lost/i dont care seed) since they were released, and that was by pure luck of it being a couple thousand blocks north of spawn. I haven't encountered one since then but they're amazing for settlement. One time I spent a good week on a SMP trying to find one while killing animals i found on the way for while I was on a boat, but I never did find one. I even recorded most of my old coordinates so I would know if I backtracked any and I stopped after around x/z -40,000 or so. Granted I was only strafing from north-west to south-west so it was only one direction, but still.
What a ridiculous question! There is no such thing as the worst biome. All biomes in Minecraft are unique and present their own challenges and resources. To say if one is "better" is a pure waste of time. Read the character bio in my sig.

Who are you to argue that a mesa is better than a forest?
Roofed forests are my favorite. Not in the center of them where all the bad things are and it's so easy to get lost, but the edges of the them where you can build a nice house and look out on a lake or pasture.
I didn't say one was "better", I said they had their merits. Mesa is good if you need hardened or even some forms of stained clays. I don't really understand how I insulted anything.

While ocean biomes are the most annoying and time-consuming biomes to play on, I believe aesthetically, the ordinary plains biome is just boring. So I'd have to vote for that.

You know you can use a water bucket. Water automatically destroys tall grass.
-generate next to each other, often forming huge areas.
-only 2 unique resources in all of them, packed ice and spurce wood. (Snow and ice can be obtained in warmer biomes by building high enough.)
-no generated structures in any of them.
