This item is a shrub. It looks like a dead bush you find in desert biomes, but this is placeable on grass and has a small chance of it dropping seeds. Was this unimplemented or a placeholder for something else? The wiki says nothing and I have found no forum posts relating to this matter.

I read something on the wiki about this, search "tall grass" and they'll say that it's unused and doesn't spawn.
You can actually find this in the creative menu for the 360 as of this post.
I'm guessing it's not on the PC version (too lazy to hop on and check right now)....
Its like logs and wool.
All logs have the same item id (reference number in the code) and a damage value(metadata). This causes it to look and act different. This is implented to safe item id's and to keep new blocks in the same section.
The same applies for halfslabs, planks, wool, tall grass and dye.
Mata data is also used to make sure you can repair items and you cant craft dispensers with broken stuff. It is in fact the damage value. So a birchwood log has a damage of 2 in the gamecode. If you open an inventory editor nite TMI or NEI or any non-mod version, it will show you 17:2 (17 is an the id and 2 as in damage)
