It seems like since after 1.7.3 update the diamonds rarity is getting less common, I couldn't find diamonds for a hour compared to my 1.7.3 below worlds where I found heaps quickly.
Diamonds occur only at level 16 and below. the best place to mine is when you X co ord, when you hit F3, shows 11-12.
If your y (not x) coordinate shows as 12.6, then the ground you are walking on is y=11, same as the top of the lava pools. Just pour out your water bucket when you come across one, then pick it back up and walk straight across your nice new smooth obsidian floor.
In fact, you are wrong, they don't only appear within <= 16 at all. Remember it is a randomly generated game. All so, only from my experience I find diamond best between 10-20 on the y axis.
For one, the terrain generation is not truly random (nothing in computing [and arguably nothing in the whole of existence] can be truly random) but rather pseudo-random. This means that the computer takes some number as a starting point (a "seed," often based on something like the system time, or something highly unpredictable like the precise time interval between the last user input and the one before it) and performs a complex function on that number, arriving at another number that is not obviously related to the input. But if you put the same seed through the algorithm, you'll get the same result every time. And for two, yes, certain ores are only found at certain levels. They may be randomly (or pseudo-randomly) distributed within those levels, but just saying "it's random" does not mean that any ore can generate at any level.
You sure? I dont use mods, I do play lots of maps but Ive never seen diamonds on the surface unless manipulated there but someone.... not generated by the game]

There is no physical way to "create" seeds, there are millions of combinations however the code prevents diamonds to generate above layer 16, therefore, unless using mods or them being placed by actual players, you cannot find diamonds on the surface. Also, you need to prove your point, you need to post a Video (yes, a video, not a pic) of you entering the seed and show us the supposed "Diamonds" you found on the "surface."
Notch once posted that diamonds can be commanly found around lava pools, and the public took that the completely wrong way. Many of my friends and fellow players thought it ment any lava pool at any lava has an increased chance of finding it than anywere else, wich is wrong. Notch ment that the openings, like cave exploring, revealed much more area for the diamond ores to spawn and lava rooms commanly spawn around diamond level.
