Huh, I've had that happen. I thought it was an attempt to balance different playstyles, meaning that while mining is normally less dangerous than running around like Rambo in the night, doing it a lot would still be worth some experience.
I managed to get level 30 (max enchant level) by nightfall on a new survival world thanks to coal alone, so I'd say it is currently "broken". I'd say coal needs to provide much less xp; I've gotten nearly to level 200 without finding enough diamond for a diamond pickaxe (and hence, enchantments). Part of it's because coal gives so much xp, and part is because levels are now linearly distributed, rather than logarithmically. I hope Jeb can find a compromise; I like the idea behind it.
Actually if my understanding of your term 'Broken' is correct it's not broken there suppose to be there, Jeb implemented it for a new Adventureyish feel (other words leveling up by mining and smelting).

But in broken meaning over powered than yes it is
Broken refers to something that is way more effective or powerful than it should be. It effectively means that it's stupid easy to now actually level and enchant your items, since mining is actually a faster way to level than running around at night, killing mobs.
It's not balanced, especially since it's possible to find coal deposits every few minutes and they are upwards of 8-12 ores in a group.

So much XP? It gives one orb. This is a great feature for MC to make enchanting easier.
While yes, I agree that the experience from coal is slightly broken, we need to keep in mind that not everyone is an experienced player (Look at Lydia's earlier videos on her MinecraftChick channel). It's nice to get experience in ways other than running around killing mobs. Drop the experience gain from coal a bit and the new enchantment system is set. If someone who is awesome at mining, yet sucks at fighting can get their hands on some diamonds, they can get some nice enchants to help them through mob encounters. What I see in this change is that they're trying to make Minecraft more fun, no matter your skills.

By the time you get to the point of having crafted an enchantment table -- learned about what all the enchantments do and understand why you'd want them, you should probably be experienced in the game.

It gives 1-3 orbs; more often 3. Also, not all orbs are worth the same amount of xp. When I withdraw smoothstone smelted by a furnace, I get much less xp than when I mine a single coal, so they could definitely make coal drop less xp. Remember how large coal veins are; most veins will give you 5-10 levels.
I'm just curious if I @#$%ed up my Minecraft in some epic way or if anyone else has had this happen.

Broken how? Is it not supposed to give you XP every time you mine ore? Hopefully not, you should get 20 levels for a day's worth of digging.
Honestly, I've found it useful in paying for my new sword after falling (several times) into a fire in the Nether. I'm glad it's a real feature.
