I haven't seen a naturally spawned one but I just trade 16 coal to a villager for 1 emerald.

Well yeah, Jeb said you're not supposed to go mining for emeralds; the ore's just meant to be a "nice find". Jeb wants trading to be the main way to get them.
Personally I'd just go with a nice 12-stack sugarcane farm - that's roughly 30 emeralds per harvest
Emeralds right now aren't really all that awesome. Villagers are cheap......emeralds are rare......the trading system needs some work.

Personally, I think it was fine to actually have the ore. I would have gladly collected it with silk touch to add to my collection on SMP. But yeah, it did cause confusion.
... Still, now you wonder where the NPCs are getting all their emeralds from
