Ice melts near any light source (except sunlight), user placed or not. You cannot actually change that. Place the glowstone further away, enough for it not to melt.

There is no adventure mode... If you know this, then why are you asking? I played minecraft before half blocks in creative mode, before survival mode even started, so saying when you started doesnt really change anything considering ice was implemented in alpha, when a large amount of players were signed up.
If you move the glowstone down a block and then have a layer of pistons between the ice and glowstone, you still see the light but the ice isn't affected.
Here's the problem:

It would be cool if player placed ice didn't melt though
It's not a bug, first of all you can't actually get legit ice blocks without a mod/hack.
This was creative mode... You can legit get this block in creative mode
