Yes, but it's quite challenging. You need to feed it either 3 bread, or two cooked pork. I prefer to get my creeper in a fence to do it, so I don' risk it blowing up. This is because it needs one minecraft day after being fed to become accustom to you. Otherwise it will still explode when you come in contact with it.

Just give it at least 5 diamonds and some hugs when it starts hissing you have to feed it 12 cookies then you put a saddle on it and ride it to your house. Its challenging but well worth it, as you become the king of creepers.

Take 20 diamonds to one and equip full diamond armor and give them a hug, then wait a day and come back and he'll have a leash.
